Job Description

Position Overview

This position is located in Human Resources Management Service at the Dallas VA Health Care System. It provides human resources support work in the Strategic Business Unit (SBU) that entails determining the approach and methods needed to staff positions at specific grade levels, processing personnel actions, and ensuring related staffing functions are completed in a timely fashion.

Key Responsibilities

  • Conduct recruitment/examining activities for assigned positions (GS-7 & below and wage grade) including developing competency criteria, job analysis, and preparing job announcements.
  • Secure all required documentation (e.g., proof of citizenship, transcripts).
  • Send notice of results to remaining applicants and prepare files for announcement close out.
  • Assist the HR specialist with onboarding new employees by arranging physical examinations, ensuring completion of all appropriate benefits forms, extending job offers, and coordinating Entry-on-Duty and/or release dates from previous employment.
  • Independently conduct orientation for new appointees as determined appropriate.
  • Process new employee enrollments, administer the oath of office, and ensure completion and signature of standards of conduct and government ethics orientation.
  • Explain pay rates, pay periods, within grade increases, and annual & sick leave accrual procedures.
  • Coordinate with security counterparts regarding applications for Identification Cards when required.
  • Handle onboarding scanning requirements during the initial employment process.
  • Respond to applicant inquiries regarding application procedures, job announcement status, hiring procedures, and required competencies.
  • Assist specialists by maintaining automated databases to track information and extract data used for generating documents, records, and reports.
  • Review and prepare correspondence, providing a variety of information as needed.
  • Ensure accuracy and timeliness of information including proper spelling, grammar, punctuation, and the inclusion of necessary enclosures.

Required Qualifications

  • Must be a U.S. Citizen to apply for this job.
  • Selective Service Registration is required for males born after 12/31/1959.
  • You may be required to serve a probationary period.
  • Subject to background/security investigation.

Preferred Qualifications

  • Experience in HR rules, procedures, and operations concerning recruitment and placement.
  • Skill in applying a standardized body of HR rules, procedures, and operations.
  • Experience with HR software programs to enter data, complete forms, and correct errors and omissions in HR documents.
