Job Description
Position Overview
Compensation: Engineer I: $55.21 to $67.11; Engineer II: $58.21 to $70.75. Under the general supervision of the Engineering Services Manager, this role performs a wide variety of technical, paraprofessional, and professional civil engineering work related to development and capital projects. The position may lead engineering support staff and provide technical support to other departments.
Key Responsibilities
- Perform project duties including water system design, cost estimating, coordination of scheduling among public agencies, developers, contractors, and engineers; oversee contract oversight and compliance tracking for various projects.
- Design and draft plans and schematic layouts for District construction projects.
- Check and process improvement plans, grading plans, subdivision maps, and cost estimates to ensure compliance with District standards.
- Review and process metes and bounds legal descriptions and related documents, performing engineering computations for traverses and water line design checks.
- Interpret improvement plans to prepare quantity and cost estimates for various projects.
- Prepare or assist in preparation of construction agreements, fee letters, contract documents, and environmental legal documents.
- Assist in preparing or reviewing complex environmental compliance documents for District capital projects and provide commentary on developer environmental reports.
- Prepare agenda materials for District Board Meetings, attend meetings, and make presentations as necessary.
- Prepare hydraulic analyses including fire flow studies and lead complex water supply studies.
- Process a variety of applications and forms.
- Research plans, maps, and files to locate records of existing District facilities.
- Review as-built maps to ensure compliance with field changes and maintain proper distribution maps.
- Provide technical assistance and guidance to technical and construction staff, and perform inspector duties as required.
- Interpret rules and regulations and respond to inquiries from developers, contractors, engineers, and public agencies regarding District projects; represent the District at meetings.
- Oversee and track District capital improvement and replacement projects, and participate in public works projects initiated by other entities.
- Manage the design and construction of capital projects including water pumping stations, storage reservoirs, pipelines, and related infrastructure; aid in consultant selection and contract administration.
- Assist with construction contract administration, including bid solicitation and review, contract finalization, scheduling inspections, and processing changes.
- Maintain accurate records, prepare correspondence for review, and generate technical, statistical, or narrative reports.
- Update District Procedures and Specifications and assist in preparing cost projections for the department budget while monitoring expenditures.
- Inspect contractor work related to connections with the District’s distribution system.
- Perform field surveying using manual and electronic instruments to determine property and design parameters.
- Perform related tasks as assigned.
Required Qualifications
- Bachelor’s degree in civil engineering or a closely related field.
- Engineer I: Two years of experience in professional engineering support work with an Engineer-in-Training (EIT) certificate issued by the State of California. Engineer II: Four years of experience with possession of a valid California Registered Civil Engineering license.
- Demonstrated knowledge of civil engineering principles, water system design, drafting, cost estimation, and construction management.
- Proficiency with drafting software (AutoCAD), GIS (ArcGIS), and hydraulic modeling software.
- Ability to interpret contracts, plans, specifications, legal descriptions, and regulatory requirements.
- Excellent technical, analytical, and communication skills with experience in report preparation and project oversight.
- Must have a valid California driver’s license and the ability to establish effective working relationships with various stakeholders.
