Job Description

Position Overview

Compensation: $81,215.00 - $129,944.00 Annually.
This full-time position, located in City of Foley, AL and within the Engineering Department, reports to the City Engineer. Under limited supervision, the role assists in directing, planning, organizing, and reviewing the activities of the Engineering Department. The incumbent provides professional and technical advice and recommendations to the Mayor, City Council, and/or Planning Commission; reviews development plans to ensure compliance with City standards and specifications; communicates with local, state, and federal agencies; prepares reports; and consults with consulting firms on capital projects. The candidate will also perform necessary calculations for drainage and other civil engineering projects, conduct on-site reviews, lead Engineering staff, and publicly represent the City on various projects.

Key Responsibilities

  • Assists in managing, supervising, and administering functions of the Engineering Department while ensuring compliance with city, county, state, and federal codes.
  • Advises on engineering matters impacting the City.
  • Prepares engineering reports, accurate property descriptions, contracts, and correspondence; assists in authorizing progress and final payments to contractors based on field inspections; and performs required field inspections and surveys.
  • Plans, organizes, coordinates, and directs work of assigned staff and assists in developing departmental goals.
  • Conducts technical reviews of development plans, drainage calculations, grading plans, street improvements, hydrological studies, storm drainage plans, and construction specifications.
  • Inspects Capital Projects for adherence to plans, specifications, and City standards.
  • Performs engineering work for complex public works construction projects.
  • Prepares budgets and requests proposals for Capital Improvement projects; monitors budget expenditures and reviews pay requests.
  • Assists in ensuring that Ordinances and Codes remain current with modern Engineering and Development Industry standards.
  • Provides public reports, responds to queries in public meetings and Council sessions, and attends Planning Commission and other meetings.
  • Participates in both long- and short-term planning for departmental objectives.
  • Meets with the general public to discuss complaints, requests, and recommendations regarding drainage issues, capital projects, road conditions, and right-of-way boundaries.
  • Interacts with citizens, the Mayor, Council, engineering staff, Planning Commission, City department heads, and employees.

Required Qualifications

  • Bachelor's Degree from an accredited university in Civil Engineering and seven (7) years of related experience, or an equivalent combination of education, training, and experience.
  • Professional Engineer License is required.
  • Valid Driver's License.
