Job Description

Position Overview

The County of Riverside’s Transportation Land Management Agency (TLMA) Transportation Department is seeking an Associate Engineer for its Riverside location. Assigned to the Traffic Engineering Division, the role involves conducting traffic investigations, engaging with the public on traffic operation issues, reviewing land development proposals regarding traffic impacts and safety, and designing traffic signals, street widenings, sidewalks, and ADA ramps. The incumbent will prepare and review signing, striping, traffic signal, communications, roadway lighting, and traffic control plans while coordinating with other Transportation Divisions and County departments on capital and development projects.

Key Responsibilities

  • Conduct traffic investigations and analyze traffic operation issues.
  • Review land development proposals regarding traffic impacts, safety, and mitigation measures.
  • Design and review traffic signal plans, street widening projects, sidewalk layouts, and ADA ramp designs.
  • Prepare and review signing, striping, communications, roadway lighting, and traffic control plans.
  • Coordinate with Transportation Divisions and County departments for development and capital projects.
  • Engage with developers, engineers, and the general public through both verbal and written communication.
  • Assign work, provide instructions, and resolve complex engineering and administrative issues.
  • Direct office engineering personnel in analyzing field data and preparing technical drawings, maps, and profiles.
  • Review structural analyses, grading, building, and structure plans for code conformity and compliance with state regulations.
  • Supervise the preparation of structural drawings, specifications, contract documents, and progress reports.
  • Collaborate with public utility companies regarding facility relocations and right-of-way issues.
  • Maintain accurate records of surveys, construction progress, expenditures, and change orders.

Required Qualifications

  • Bachelor’s degree in Civil Engineering from an accredited college or university (or a valid Engineer-in-Training certificate may substitute).
  • At least two years of professional civil engineering experience, including one year in planning, design, construction, or permitting of public works projects.
  • Possession of a valid certificate of registration as a Civil Engineer and/or Traffic Engineer issued by the California State Board of Registration for Professional Engineers is highly desired.
  • Strong knowledge of civil engineering fundamentals, including mathematics, physics, stress analysis, hydraulic design, and topographic mapping.
  • Familiarity with the CEQA process, the Manual on Uniform Traffic Control Devices (MUTCD), ADA regulations, and Caltrans standard plans and specifications.
  • Ability to direct subordinate engineering personnel, design public works projects accurately, perform complex computations, and produce detailed technical reports and drawings.

Preferred Qualifications

  • Experience with MicroStation, ArcMap/ArcGIS Pro, Bluebeam, MS Office, Synchro & SimTraffic, and Windows 11 operating software.
  • Previous experience in traffic engineering and the review of transportation or public works projects.
