Job Description

Position Overview

This position involves keeping abreast of current transportation design innovations, modifications, laws, regulations, policies, and procedures while overseeing operations in the area office. The role includes management of construction operations, shop drawing reviews, regulatory compliance, inspection of construction projects, and coordination of temporary traffic control and maintenance activities. Additionally, the position requires directing administrative operations, managing budgets, coordinating emergency response efforts, representing the Department in public and media engagements, and providing technical expertise.

Key Responsibilities

  • Approves and inspects driveway, utility, and drainage fill permits, and monitors removal of illegal signs.
  • Approves project candidate submissions for program calls.
  • Directs administrative and business operation activities including human resources, training programs, inventory oversight, safety, and budget preparation and monitoring.
  • Develops work programs to meet transportation needs within the assigned geographical area.
  • Monitors signing, pavement marking, and striping to ensure compliance with standards.
  • Oversees, coordinates and monitors contractors’ compliance with plans and specifications; authorizes payment of estimates and resolves disputes.
  • Plans and executes emergency procedures and response for the designated geographic area.
  • Provides direction for construction projects and negotiates contract changes.
  • Represents the Department to the public, governmental officials, and the media, and participates in civic activities.
  • Reviews all plans and change orders, providing technical expertise and acting as an expert witness when needed.
  • Participates in departmental, state, and national research committees and performs other assigned responsibilities.

Required Qualifications

  • Education: Bachelor's Degree in engineering or a related science (a bachelor's or higher degree accepted by TX PELS).
  • Experience Required: 5 years in transportation engineering (full-time or prorated part-time); must also have at least 1 year of supervisory/managerial experience. Graduate level education may substitute on a year-for-year basis.
  • Licenses: Valid driver's license with the ability to drive a state vehicle; Licensed Professional Engineer. For engineers licensed in another state, compliance with Texas Engineering Practices Act is required, along with obtaining a Texas professional engineering license within six months of hire.
  • Qualifications: Proficiency in governmental laws and regulations, construction engineering practices, design and plan preparation methods, inspection/testing procedures, maintenance and budgeting methods, contract oversight, and public relations. Strong management skills including delegation, scheduling, and problem-solving are essential.
