Position Overview
Under the general direction of the Division Director of Roads, the Engineer - Senior Licensed Professional in the Structure Maintenance Section is responsible for directing the engineering operations in the Structures and Building Maintenance Section. This position will ensure the safety and longevity of bridges, pump stations, culverts, and other structures in the Wayne County Roads system. The Senior Licensed Professional Engineer will perform complex structures operation decisions including determining compliance with Federal and State rules and regulations; review plans; generate repair costs for county bridges, pump stations, attenuators, and dams; calculate and update bridge load ratings and report to the MiBridge website; and perform other related duties to ensure efficient operations of the Structures Section.
Key Responsibilities
- Inspect pump stations, attenuators, and dams as required; review project priorities, determine scope of work, and prepare repair/maintenance plans for bridge and building maintenance sections.
- Perform field reviews of on-going repair projects for bridges, pump stations, and attenuators.
- Review, maintain, and update inspection reports on the MiBridge website and RFAs for all county bridge inventory.
- Calculate and update all county bridge load ratings; report data to the MiBridge website and generate repair costs.
- Assist in attending MDOT/county meetings relative to structure maintenance.
- Supervise journey-level and other less senior Engineers (including RFA coordinator, consultant coordinator, inspector, and rotation Entry Level Engineers).
- Prepare maintenance schedules (bi-weekly, monthly, annually) for pump houses, attenuators, and dams inventory.
- Review inspection reports of bridges to ensure compliance with State and Federal regulations.
- Monitor daily plans for bridge maintenance crews, materials used, repair methods, and ensure proper documentation of RFAs and load rating requests; verify integrity of pump station structures and associated mechanical and electrical systems.
- Direct and plan routine bridge inspections including fracture critical, scour, underwater, element, detail, pump station, attenuator, and dam inspections as required.
- Procure and manage the services of engineering consultants as it relates to safety inspections.
- Provide daily direction and recommendations to supervisors of structure maintenance crews.
- Attend refresher classes, conferences, and seminars as needed for bridge inspections and load ratings.
- Make decisions regarding repair materials, repair schemes, design of repairs/rehabilitations, and temporary support design.
- Prepare maintenance schedules for bridge inventory and estimate repair costs.
- Generate RFAs and RFPs to solicit services on an as-needed basis.
- Prepare bridge load and condition ratings.
- Perform other related duties and tasks as assigned.
Required Qualifications
- Bachelor's degree in Civil Engineering/Construction Engineering
- State of Michigan PE License
- At least two years of experience as a Licensed Professional Engineer managing Structure Engineering
- Current FHWA Bridge Inspection Certificate
- Valid State of Michigan Driver's License with an acceptable, safe driving record
Preferred Qualifications
- Bridge inspection experience
- Bridge load rating experience using hand calculations
- Experience using bridge load rating AASHTOware Bridge Software
- Excellent experience with AutoCAD drafting software and Microsoft Office
- Current FHWA Bridge Inspection Certificate meeting Qualified Team Leader requirements
