Position Overview

Naval Expeditionary Combat Command (NECC) serves as the single functional command for the Navy’s expeditionary forces, managing readiness, resources, staffing, training, and equipping forces for integrated maritime expeditionary missions. Reporting to the Sr. Travel Clerk & Program Manager, the Defense Travel System (DTS) Administrator supports DTS and Government Travel Credit Card (GTCC) programs under the NECC DTS Support Services contract. This position is located in Pearl Harbor, HI.

Key Responsibilities

  • Provides advice, guidance, and support to commands, certifying officials, approving officials, and travelers, ensuring compliance with the Joint Travel Regulations (JTR) and applicable policies.
  • Assists with pre-travel arrangements, travel order approvals, and addressing traveler inquiries while identifying discrepancies in travel program and funding reports.
  • Generates and reviews various reports—including DTS program reports, Monthly DTS DD577 Records of Appointment, Compliance Tool reports, and the Weekly Unfilled Orders Listing—to identify trends and provide findings to the Comptroller departments.
  • Verifies that correct charges are applied to GTCC and resolves discrepancies with DTS settlement vouchers.
  • Assists the Debt Management Monitor with indebtedness collection actions and prepares semi-annual user validation reviews via the Travel Share Point application.
  • Supports bids and proposals as requested, along with other duties as assigned.

Required Qualifications

  • An active secret clearance is required.
  • High School Diploma is required.
  • At least five (5) years of hands-on experience with various DTS applications and the ability to assess organizational travel programs.
  • Demonstrated knowledge of DOD Joint Travel Regulations (JTR), DTS order processing (CONUS, OCONUS, and No Cost orders), and familiarity with DOD form DD 1351-2.
  • Experience administering DTS at the Echelon IV level or higher, including non-DTS entry functions, cancellation procedures, constructed travel, and Group Travel processing.
  • CitiBank experience with DTS Centrally Billed Account reconciliation, card maintenance, and Agency Program Coordinator support functions.
  • Knowledge of current guidance including the JTR, Department of Defense Financial Management Regulation (DoDFMR), Navy DTS Business Rules, NAVSUPINST 4650.8, and DoDI 5154.31.
  • Proficiency with Microsoft Outlook, Word, and Excel, and understanding of business process mapping and supporting documentation.
  • Must be legally authorized to work in the United States without the need for employer sponsorship.

  • High School Diploma or General Education Development (GED) Certificate.
