Position Overview
The Maryland Transit Administration is seeking a dynamic Manager of Data Science (Program Manager II - 5477) to lead a scrum team within the Office of Performance Management. In this role, you will oversee people leadership, product management, and technical strategy to build and maintain a well-governed data infrastructure supporting critical analytical functions. This position is based in Baltimore City, MD. Compensation: $78,919.00 - $127,473.00 Annually.
Key Responsibilities
- Build the Data Science team's capacity by coaching, conducting one-on-one meetings, and executing performance reviews.
- Collaborate across teams to enhance the Office of Customer Experience through data analytics expertise.
- Manage the product pipeline by working with cross-functional leadership to scope, prioritize, and deploy projects.
- Act as the Scrum Master by leading Agile rituals and ensuring continuous improvement through TeamOps principles.
- Oversee the design and implementation of data pipelines that support a well-ordered data warehouse and Power BI solutions.
- Design and execute analytics projects involving causal inference and advanced statistical methods.
- Supervise the implementation of CI/CD pipelines to ensure product stability and quality.
- Review merge requests and guide data visualization choices to communicate insights effectively.
Required Qualifications
- Bachelor's degree in Computer Science, Analytics, or a related field (advanced degree is a plus).
- At least 5 years of professional programming experience using SQL, R, or Python.
- Minimum 2 years of experience working on a Scrum team in an Agile environment (experience with Jira, GitHub, or GitLab workflows).
- At least 1 year of experience with version control systems (e.g., Git) and cloud-based services.
- Demonstrated expertise in statistical causal inference using methods such as Regression Discontinuity, Difference in Difference, Monte-Carlo Simulation, or machine learning techniques.
- Proven ability to problem-solve independently, including utilizing Large Language Models like ChatGPT.
- Strong communication skills with both technical and non-technical stakeholders.
