Position Overview
The City of Baltimore, Office of City Council President is seeking a Data and Policy Analyst (Operations Specialist I) to support legislative, policy, and oversight responsibilities under the guidance of the Deputy Director of Oversight. This is a NON-CIVIL SERVICE POSITION offering Compensation with a salary range of $59,964 - $95,796 ANNUALLY and Starting Pay between $59,964 - $77,880 ANNUALLY.
Key Responsibilities
- Conduct complex studies and analyses of City operations, programs, and services to support oversight, policy, and budget priorities.
- Collect, compile, and interpret data from multiple sources to identify trends, assess performance, and make recommendations.
- Prepare written reports, policy memos, and presentations summarizing findings for internal and public audiences.
- Design dashboards, charts, and visualizations to communicate key insights to leadership and stakeholders.
- Conduct research on best practices, municipal benchmarks, and relevant policies to inform the Council's work.
- Liaise with City agencies and internal staff to gather data and ensure accuracy of information.
- Support oversight and legislative hearings by preparing data summaries, presentations, and briefing materials.
- Consult with supervisors to interpret findings and recommend operational improvements.
- Perform related duties as assigned.
Required Qualifications
- Bachelor's degree in computer science, data science, urban planning, public policy, public administration, or a related field; candidates with a master's or an associate's degree accompanied by additional experience may also be considered.
- At least three (3) years of work experience in analytical, operational, or policy research functions, or an equivalent combination of education and experience.
Preferred Qualifications
- Prior experience in government, nonprofit, or policy-focused roles.
- Familiarity with municipal government operations and legislative processes.
- Experience working with large datasets and/or public records.
- Interest in civic technology, open data, and innovation in government.
