Position Overview
Engineering Design & Testing Corporation (EDT) is a professional services organization providing forensic engineering, technical consulting, fire investigation, risk mitigation, and associated services across the United States. With over 45 years of experience and as an Employee-Owned organization, our team is dedicated to delivering cost-effective, responsive, and reliable professional services. The Engineer-In-Charge (EIC) will manage and conduct investigations of residential, commercial, and industrial buildings with responsibilities including structural analysis, hazard assessments, testing, and evaluations. The candidate must be a licensed professional engineer with a strong knowledge of applicable building codes such as the American Concrete Institute (ACI), American Institute of Steel Construction (AISC), American Society of Civil Engineers (ASCE), and International Building Code (IBC). This is a Hybrid role, and the successful candidate must reside in the general Philadelphia area.
Key Responsibilities
- Work independently to ensure the timely and cost-effective execution of assigned cases.
- Serve as the primary point of contact with clients, developing case budgets, work orders, site visits, cost estimates, and associated deliverables while providing regular status updates.
- Assist with the development and updates of scopes of work for assigned cases as necessary.
- Make independent decisions on analysis and testing methodologies and resource selection relevant to the scope of work.
- Manage resources including in-house teams and third-party sub-contractors to meet deadlines.
- Engage other disciplines when assignments require expertise beyond your own.
- Conduct onsite investigations, testing, and field data collection on various property types to assess damage and gather evidence.
- Review and interpret relevant building codes pertaining to the established scope of work.
- Prepare repair and/or replacement cost estimates as needed.
- Participate in conference calls or in-person meetings with clients regarding investigation status and results.
- Prepare forensic reports detailing observations, data collected, test results, research conducted, and conclusions, with a goal to issue reports within ten (10) business days following site examination.
- Provide technical support and serve as an expert witness in depositions and court proceedings as necessary.
- Collaborate with clients, colleagues, attorneys, and other industry professionals.
- Maintain weekly case status updates and coordinate with the Regional Engineering Manager and Chief Engineer to address any issues.
- Conduct research to stay current with industry best practices and emerging technologies.
- Develop technical topics for publication, industry presentations, and training initiatives.
- Support marketing and business development through client-relations meetings, industry conferences, and preparation of technical presentations and materials.
- Participate in the mentorship program to support the training and development of new engineers.
- Secure and maintain professional licensure (at the company’s expense) in all states where investigations are conducted, including fulfilling continuing education requirements.
Required Qualifications
- Strong interpersonal skills with excellent oral and written communication abilities.

- High degree of integrity, honesty, and adherence to the Professional Engineer Code of Ethics.
- Ability to work independently with minimal supervision as well as in a team environment.
- Collaborative demeanor with the ability to navigate conflict and communicate effectively across diverse backgrounds.
- Willingness and ability to travel out-of-town, including periodic overnight stays.
- Proficient with PC, tablet, and software tools including MS Office® (Word, Excel, PowerPoint) and Adobe Acrobat DC®, Bluebeam Revu®, or comparable PDF software.
- B.S. or M.S. Degree in Civil or Structural Engineering.
- Minimum of 7 years’ experience in civil/structural engineering, preferably with residential or commercial properties.
- Experience in storm damage, building envelope evaluation, or forensic engineering is preferred.
- P.E. License with NCEES registration is required.
- Valid driver’s license is required.
