Position Overview

In this role, you will provide technical and analytical expertise to assess and bridge the gap between legacy Oracle Federal Financials and modern Core FS solutions while working closely with federal accountants and project teams.
Key Responsibilities
- Assess how existing Oracle Federal Financials functions map to approved FM QSMO Core FS solutions, including CGI Federal’s Momentum-as-a-Service and Creoal-SMX’s Elevate FM Financials built on the Oracle Fusion Cloud ERP platform.
- Evaluate hosting models, compliance requirements, including FedRAMP/ATO, and perform cost/complexity assessments.
- Support federal accounting gap analysis from a systems perspective and document the pros and cons of various deployment models (SaaS, PaaS, on-premise).
- Review and document FedRAMP authorization, security controls, interconnection agreements, audit logging, and scanning capabilities of each Core FS solution.
- Collaborate with Accountants and Project Managers to quantify implementation and operational costs, estimate resource implications, and recommend rework strategies for unsupported functions.
- Document Core FS customization capabilities covering field configuration, forms and user setup, API/interface configuration, and internal reporting customization.
- Assist in recommending SSA-specific performance service measures aligned with FM Provider Service Measure categories.
Required Qualifications
- Bachelor’s degree in Accounting, Finance, Information Systems, or a related field (Master’s preferred) or 8 years’ equivalent related experience.
- 5+ years of experience in financial systems analysis, system implementation, or modernization projects.
- 3+ years of experience in federal financial management systems (e.g., Oracle, Momentum) and a deep understanding of federal processes (Accounts Payable, Accounts Receivable, General Ledger, Procurement, Reporting).
- Proven experience in conducting fit-gap analysis between legacy systems and modern financial systems.
- Knowledge of federal IT compliance requirements including FedRAMP, ATO, and interconnection security agreements.
- Strong skills in cost/complexity estimation for system rework and effective documentation methods.
- Excellent communication skills to translate complex technical findings into business terms.
- Must be a US Citizen or possess a Permanent Resident Card and be able to clear a federal background investigation.
- Proficient in Microsoft Word, PowerPoint, and Excel with demonstrated ability to work independently.
Compensation
Salary: Commensurate with experience, ranging from $90,000 to $100,000.
