Role:
APV is seeking a highly skilled Senior HR Specialist – Learning & Development to deliver innovative workforce solutions, training programs, and advisory services in support of our federal client in support of strategic human capital objectives. This role is focused on advancing workforce readiness through HR modeling, forecasting, succession planning, and employee development initiatives.
Duties:
Workforce Modeling & Planning
- Conduct workforce forecasting, supply/demand analysis, and succession planning for federal offices and components.
- Provide recommendations to leadership on strategies for closing skill gaps and mitigating workforce risks.
- Support organizational assessments and develop workforce readiness tools and dashboards.
Training Development & Delivery
- Design, develop, and deliver HR training programs to strengthen workforce capabilities.
- Provide training for HR staff, managers, and employees on topics such as workforce planning, performance management, and talent development.
- Evaluate training effectiveness and incorporate feedback to improve program impact.
Advisory Support & HR Solutions
- Provide consultative support to program offices on workforce and organizational design initiatives.
- Develop HR solutions such as toolkits, SOPs, and guides to improve efficiency and standardization.
- Support in implementing human capital modernization strategies and workforce transformation initiatives.
Strategic Engagement & Reporting
- Collaborate with HR leaders and stakeholders to align training and workforce solutions with client's mission.
- Track workforce and training metrics, analyze trends, and provide recommendations to leadership.
- Prepare presentations, reports, and strategic briefings on workforce readiness initiatives.
Education:
Required: Bachelor's degree in human resources, public administration, organizational development or related field
Required Skills:
- Minimum 7–10 years of HR experience, with at least 5 years in federal HR policy development or advisory roles.
- Demonstrated expertise in federal workforce modeling, forecasting, or succession planning.
- Experience in designing and delivering HR training programs for a federal audience.
- Strong project management and facilitation skills.
- Strong facilitation and presentation skills, with ability to engage diverse audiences.
- Analytical mindset for workforce data analysis and forecasting.
- Exceptional communication skills to translate complex HR solutions into actionable guidance.
- Collaborative and consultative approach to supporting HR leaders and program managers.
- Ability to obtain and maintain Public Trust clearance.
Preferred Skills:
- Prior experience supporting federal agencies, OPM, or another cabinet-level agency with workforce planning or training.
- Knowledge of federal workforce modernization initiatives, HR analytics, and human capital transformation strategies.
- Professional certifications in training, organizational development, or HR (e.g., ATD, SHRM-SCP, HRCI SPHR).
Work Environment:
- Onsite in Washington, DC. (Potentially some hybrid opportunity)
- Must work within government and comply with all federal security and access protocols.
