Position Overview

Salary: $135,136.00 (Min.) - $175,676.00 (Mid.) - $216,218.00 (Max.) Established in 1997, L.A. Care Health Plan is an independent public agency created by the state of California to provide health coverage to low-income Los Angeles County residents. The Manager of Information Technology (IT) Artificial Intelligence (AI) is responsible for developing and implementing AI solutions that drive operational efficiency, regulatory compliance, and member engagement across our health plan payer organization. This role oversees a team of AI data engineers and collaborates with IT, compliance, and business stakeholders to identify automation opportunities and deliver scalable AI capabilities throughout claims, care management, and customer service platforms.

Key Responsibilities

  • Manage the design and deployment of AI/Machine Learning (ML) models for payer operations.
  • Collaborate with compliance and security teams to ensure ethical AI use.
  • Guide the implementation of AI risk mitigation frameworks addressing data security, privacy, access control, explainability, model bias, and monitoring.
  • Oversee AI integration into claims, care management, and member services.
  • Drive backlog and strategic AI initiatives aligned with enterprise goals.
  • Ensure AI solutions meet regulatory and audit requirements.
  • Monitor AI model performance and manage retraining cycles.
  • Develop documentation and governance for the AI lifecycle management.
  • Manage staff by monitoring day-to-day activities, performance, mentoring, training, and cross-training, while encouraging recommendations for process and systems enhancements.
  • Lead complex projects by engaging key stakeholders, developing timelines, ensuring deliverables are met, and implementing approved initiatives.
  • Oversee reporting, budgeting, and policy implementation.
  • Perform other duties as assigned.

Required Qualifications

  • Education: Bachelor's Degree in Computer Science or Related Field; in lieu of degree, equivalent education and/or experience may be considered.
  • Experience Required: At least 8 years of experience in data/AI engineering and at least 5 years in supervising and managing staff; experience managing Large Language Models (LLM)/GenAI projects from ideation through production deployment; experience in healthcare data and regulatory environments; and experience leading teams, projects, or cross-functional groups.
  • Requirements: Completion of the L.A. Care Management Certificate Training Program may substitute for the supervisory/management experience requirement.
  • Qualifications: Advanced skills in Python, ML frameworks (TensorFlow, PyTorch), cloud platforms (Azure, AWS), data governance, and Snowflake data cloud; proven ability to lead and mentor technical teams; strong interpersonal, goal-setting, strategic planning, budget management, conflict resolution, and communication skills; and a deep understanding of market dynamics and organizational operations.
  • Knowledge of AI/ML lifecycle management, data privacy, and security practices.

Preferred Qualifications

  • Education: Master's Degree in Artificial Intelligence (AI).
  • Qualifications: Experience in health plan payer systems and regulatory compliance; familiarity with Snowflake GenAI components, Snowflake Cortex, and Snowflake Arctic; proficiency with AWS Generative AI components; Certified AI/ML Professional and Certification in Cloud Data Engineering; and healthcare compliance and regulatory training.
