Position Overview
The Charlotte-Mecklenburg Police Department is a highly respected law enforcement agency committed to fairness, respect, and community engagement. The Budget & Finance Lead is a full-time role on the Division’s management team that participates in strategic and operational discussions on financial and administrative issues, including budgets, systems, performance indicators, human resources, and more. This position guides a team of skilled professionals while proactively identifying areas for continuous process improvement in planning and financial management.
Key Responsibilities
- Provide oversight to ensure compliance with the Asset Management Directive by administering the Asset Management Program and acting as a liaison across CMPD divisions.
- Facilitate annual and quarterly equipment inventories for capital and sensitive assets.
- Administer multiple Asset Management System applications, including creating, modifying, and inactivating user accounts as needed.
- Recommend corrective actions for violations of the CMPD Asset Management Directive.
- Compose, compile, and present reports and financial analysis documents as required.
- Maintain the CMPD Master Equipment Plan and assist with annual budget submissions for equipment and technology needs.
- Conduct independent research and analysis to resolve accounting discrepancies ensuring compliance with City and Department procedures.
- Compile and analyze financial information to prepare reports, financial statements, and audit schedules.
- Coordinate the administration of financial functions and review internal controls over fiscal activities.
- Respond to inquiries related to accounts payable and manage non-routine special accounting projects.
- Select, train, supervise, motivate, and evaluate department personnel while coordinating staff training and corrective actions.
- Perform other duties as assigned.
Required Qualifications
- Education & Experience: High School diploma or equivalent with seven (7) years of related experience, or an Associate Degree with five (5) years of related experience.
- Proven expertise in asset management, financial accounting, budgeting, and procurement.
- Strong supervisory, coaching, and staff evaluation skills.
- Excellent organizational, analytical, and project management abilities.
- Ability to perform physical tasks such as prolonged sitting/standing, light to moderate lifting (up to 50 pounds), and effective work in an office environment.
- Demonstrated capacity to work under conditions of occasional interruptions and to adhere to quality assurance and compliance standards.
Preferred Qualifications
- Master’s degree in Accounting, Finance, Public or Business Administration.
- Over five years of experience in financial accounting, budget practices, procurement, and asset management with supervisory responsibility.
