Job Description

Position Overview

Under administrative direction, this role directs the operations of the administrative function at the Council district office, working to preserve the Councilmember’s reputation in the community. As the second‐highest ranking position with sole incumbency, the incumbent supervises staff, manages constituent services, and coordinates operational and budgetary functions.

Key Responsibilities

  • Oversees constituent services, communications, and event services within the Council district office.
  • Collaborates with City staff to resolve complex policy and operational issues.
  • Works with stakeholders to address issues raised by City residents and escalated constituent complaints.
  • Ensures daily office coverage and smooth operational flow.
  • Supervises, trains, selects, and evaluates personnel while assisting in the development of operational guidelines and policies.
  • Prepares for Council sessions by reviewing agendas and ensuring the Councilmember is briefed on pertinent topics.
  • Manages budget areas, including the development of future budgetary requests and communication materials regarding the annual City Budget.
  • Oversees the planning and execution of all Council district office events.
  • Performs additional duties as required.

Required Qualifications

  • Bachelor's Degree from an accredited college or university.
  • Minimum of four (4) years of relevant management experience, including at least one (1) year of direct supervision (preferably in municipal government).
  • A current resume must be attached with all relevant work experience and education.
  • Applicants may substitute experience for education as specified and must successfully pass pre-employment drug testing and background checks.
  • Demonstrated ability to supervise, train, select, and evaluate staff, alongside managing competing deadlines and complex operational issues.

Preferred Qualifications

  • Master's Degree from an accredited college or university.
  • Valid Class "C" Texas Driver's License.
