Job Description

Position Overview

The Engineer in Charge - Environmental Engineer II will lead emergency construction contracts for the remediation of failures in New York City’s water and sewer systems. Working within the NYC Department of Environmental Protection’s Bureau of Water and Sewer Operations, the role involves overseeing contract procurement, managing a team of engineers, monitoring budgets, and ensuring the efficient repair of water mains and sewers across the 5 boroughs. This position supports one of the largest municipal water and wastewater utilities in the country dedicated to protecting public health and the environment.

Key Responsibilities

  • Manage response to remediation requests for failures in the water and sewer systems through emergency construction contracts.
  • Oversee procurement processes related to the emergency repair of water mains and sewers across NYC.
  • Supervise a team of engineers tasked with repair work and ensure all work orders and contract details are properly generated, updated, transmitted, and stored.
  • Represent the Bureau in budget oversight and contractor coordination, ensuring specifications are met and projects are completed on time.

Required Qualifications

  • A valid New York State Professional Engineer License with at least four years of full-time experience in environmental engineering (a master’s degree may substitute for one year of experience).
  • At least one year within the last three years as a major contributor or project leader on a complex project requiring specialized expertise.

Preferred Qualifications

  • Bachelor’s degree in engineering with a minimum of 10 years of construction-related experience, including at least 3 years in a supervisory capacity overseeing contracts and subordinates.
  • Demonstrated strong work ethic and the ability to effectively communicate with contractors to ensure adherence to specifications.
