Position Overview

Job Title: Data Engineer II - OPM

This role formalizes business needs into actionable requirements and builds the necessary data infrastructure to satisfy or support those requirements. You will leverage a wide array of technologies to build distributed, fault tolerant, and compliant systems that deliver data to stakeholders. Your work is foundational to the success of any data project.

As part of a mission-driven effort supporting our customers’ Healthcare and Insurance Program Office, you will help build and maintain a modern, secure, data-driven platform used to streamline how health benefits data is collected, integrated, and managed for millions of federal employees, retirees, and their families. This work spans from developing intuitive front-end features to integrating complex backend systems and automating processes for efficiency and accuracy.

Key Responsibilities

  • Design, develop, and maintain data pipelines and transformations to support a secure and scalable data platform.
  • Build and optimize ETL processes leveraging Databricks and Azure cloud services.
  • Automate database maintenance tasks across on-premise and cloud environments, reducing manual workloads.
  • Integrate and manage both relational and cloud-based databases to ensure high-quality, accurate data.
  • Migrate legacy systems and algorithms from on-premise solutions to cloud platforms with minimal production disruption.
  • Develop maintainable, testable code in Python and SQL/PLSQL aligned with technical standards.
  • Collaborate with cross-functional teams in an agile environment, actively participating in sprint planning and reviews.
  • Support performance tuning, troubleshooting, and debugging across the full data stack.
  • Contribute to documentation, automated tests, and peer code reviews to ensure quality and reliability.

Required Qualifications

  • Must already possess or have the ability to obtain a Public Trust.
  • Bachelor’s Degree Required.
  • 5+ years of IT experience with a minimum of 3 years focused on ETL.
  • Proficiency in Python for data processing, transformation, and automation.
  • Hands-on experience with Databricks for building and managing data workflows.
  • Expertise in Azure cloud services specifically for data engineering and ETL pipelines.
  • Strong background in Oracle SQL/PLSQL, including complex packages, procedures, and data migration scripts.
  • Solid understanding of relational database concepts, query optimization, and cloud-based data storage solutions.
  • Experience with data integration and ETL processes.
  • Strong collaboration skills and experience working within agile teams.
  • Familiarity with Git, including advanced operations such as rebasing, squashing, and cherry-picking.

Preferred Qualifications

  • Experience with AI/Machine Learning workflows, including model development or deployment.
  • Knowledge of medical or healthcare data systems, including handling sensitive data (e.g., HIPAA compliance).

Compensation

  • Minimum Salary: $91,554
  • Salary Midpoint: $119,020
  • Maximum Salary: $146,486
  • Hiring Range: $91,554 - $132,000
