Technical Business Analyst

Position Overview

If you are passionate about transforming communities with a mission-driven organization, Global Refuge is inviting you to join as a Technical Business Analyst. In this role, you will guide the development and implementation of software—from web-based applications used internally and externally to overseeing the complete software development lifecycle. You will work closely with program managers and vendors to evaluate technical designs and ensure that solutions strike a balance between cost, risk, and benefit. Please note: this is a temporary position with an approximate duration of 3 months that could lead to a permanent role depending on continued funding and performance.

Key Responsibilities

• Partner with program managers to understand current and future business needs and identify potential technical solutions.
• Collaborate with Global Refuge staff and vendor(s) to plan software development projects and secure stakeholder commitment.
• Ensure business requirements are clearly documented and work with vendors to translate them into sound technical specifications.
• Develop new network- and web-based applications and maintain existing ones, including administering databases and managing bug-fixes.
• Coordinate comprehensive testing, oversee training and implementation processes, and monitor system performance to realize intended benefits.
• Act as a subject matter expert on custom-built and off-the-shelf applications, offering insights and realistic cost/benefit analyses.
• Design, build, modify, and deploy customized reports and data visualizations as required.
• Communicate software development status to internal teams, partners, and vendors.

Required Qualifications

• Bachelor's Degree in Information Technology or a related field (or equivalent combination of education and experience) with at least 4 years’ experience.
• Strong technical aptitude to support multiple applications and serve as a subject matter expert.
• Excellent communication skills with the ability to convey technical concepts to non-technical users and technical developers alike.
• Proven ability to influence, negotiate, and develop consensus among diverse teams.
• Exceptional attention to detail, organizational skills, and commitment to transparent documentation.
• Proficiency in using Word, Excel, Access, email, and web browsing software.

Preferred Qualifications

• Experience with SQL.
• Familiarity with reporting tools and data analysis techniques.
• Understanding of software development processes.
