Job Description

Position Overview

The primary purpose of this position is the performance of Federal pipeline safety compliance inspections; evaluate intrastate and interstate pipeline operators subject to Federal authority; investigate pipeline failures; and represent the Office of Pipeline Safety in all matter related to pipeline safety before Federal, state and industry authorities.

Required Qualifications

  • Experience Required: GS-11 on Experience – At least one year of experience equivalent to the GS-09 level, including experience in creating or reviewing engineering design and/or construction proposals/specifications for compliance with procedural, regulatory or related requirements.
  • Education: GS-11 on Education Alone – Three years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree, or a combination of education and experience fully supported by your resume and transcripts.
  • Experience Required: GS-12 on Experience – At least one year of experience equivalent to the GS-11 level, including applying engineering concepts, principles, and practices applicable to the design and construction of gas or liquid pipeline systems. Note: Qualification on education alone is not permitted at this level.
  • Experience Required: GS-13 on Experience – At least one year of experience equivalent to the GS-11 level, including conducting safety program reviews, reviewing design specifications, and providing technical determinations and resolutions of compliance issues arising from pipeline safety inspections.
  • Knowledge, Skills and Abilities (KSAs):
    • Compliance Inspection – Ability to direct an enforcement program, assess probable violations, issue corrective actions, and recommend enforcement measures.
    • Technical Competence – Skill in ensuring that field actions comply with national policies, objectives, and regulations while addressing environmental, social, and economic goals.
    • General Engineering – In-depth knowledge of engineering concepts, principles, and the practical application of these theories.
  • Additional Information – Experience may include paid or volunteer work. Students enrolled in a qualifying degree program may apply if the anticipated graduation date is within six months of the closing date. All qualification requirements must be met by the closing date of the announcement.

Education

  • Education: Degree – Engineering: A bachelor’s degree in engineering from a school with at least one ABET-accredited program is required; alternatively, coursework must include differential and integral calculus, and advanced courses in at least five of the following areas: statics/dynamics, strength of materials, fluid mechanics/hydraulics, thermodynamics, electrical fields/circuits, material properties, or a comparable engineering science/physics field.
  • Education: Combination of Education and Experience – College-level education, training, and/or technical experience that demonstrates thorough knowledge of the physical and mathematical sciences underlying engineering, supported by professional registration/licensure, passing the Fundamentals of Engineering (FE) exam, specified academic coursework, or completion of a related curriculum with a bachelor’s degree in an appropriate scientific field and at least one year of professional engineering experience.
