Job Description

Position Overview

The Professional Engineer 1 will work in the Capital Delivery section or in the Design Services section of the regional Design unit. In the Capital Delivery section, the incumbent will serve as the Consultant Job Manager and/or the Design Squad Leader for an in-house design squad handling highway and bridge rehabilitation and reconstruction projects. In the Design Services section, the role encompasses responsibilities such as Regional Estimating Engineer, Regional Value Engineering Coordinator, and supervising roles like the Regional Special Specification Coordinator, ProjectWise Data Manager, Plan Review, and Utility Engineering. Strong supervisory and communication skills as well as close familiarity with project development are essential.

Key Responsibilities

Capital Delivery Duties:

  • Manage in-house design teams and/or consultant teams in developing project scope, preliminary engineering, and final design.
  • Produce biddable contract plans, specifications, and estimates.
  • Deliver projects on-time and on-budget.
  • Prepare and maintain project schedules using P6 (Primavera).
  • Develop and review design reports.
  • Obtain permits as required.
  • Supervise several engineers and technicians.
  • Coordinate with Regional and Main Office functional groups, the public, and other agencies.

Design Services Duties:

  • Review contract plans, specifications, and estimates, offering comments and guidance to designers to ensure project quality.
  • Keep up to date on State standards to maintain quality in various project roles.
  • Learn and use necessary software tools such as Estimator, AASHTOWare Project Preconstruction for Estimating, and SpecTracker for Special Spec Coordination.
  • Track project bid results and price trends related to project estimates.
  • Supervise several engineers and technicians performing different roles.

Required Qualifications

  • Participation in the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Candidates must meet the minimum qualification requirements.
  • Either a New York State Professional Engineer's license with current registration and a qualifying bachelor's degree in one of the following disciplines: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration,
  • OR a New York State Professional Engineer's license with current registration combined with one year of full-time qualifying engineering experience.
  • Qualifying experience includes one year of full-time engineering work on transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
  • Applicants must be currently authorized to work full time in the United States.
  • Candidates may also be considered for permanent competitive appointment if eligible through Civil Service channels.

Compensation & Work Location

Pay: $116,534.00 - $128,752.00 per year
