DHHS EPS - Lead Full Stack Developer (730959)

Position Overview

NC Dept. of Health and Human Services is seeking a DHHS EPS – Lead Full Stack Developer to lead development of critical systems for the Medicaid Enterprise System Project. This position is offered on a C2C/W2 basis and is open for LOCAL candidates only who can report to the office as needed. The candidate will design, develop, and maintain mission-critical web applications using Angular, React.js, Java/JEE, and related technologies while collaborating with project management and stakeholders.

Key Responsibilities

• Design, develop, test, debug, document, and maintain Java/JEE applications and web-based solutions.
• Develop enterprise applications using Angular, React.js, Spring Boot, and other modern frameworks.
• Create and validate SOAP and REST-based web services while implementing SAML SSO for secure access.
• Collaborate with project managers, technical teams, and stakeholders to translate business requirements into robust technical solutions.
• Deploy solutions in cloud environments, leveraging AWS Cloud services and managing application servers like WebSphere or Tomcat.

Required Qualifications

• Minimum 5 years of experience in enterprise application development covering Security, Presentation, Services, Data Persistence, and Execution layers.
• At least 5 years’ experience with Angular/React frameworks, including extensive hands-on experience with components, routing, and navigation.
• Minimum 3 years of experience in implementing SAML SSO and working with Bootstrap (versions 3.0/4.0).
• Strong hands-on experience in Java/J2EE, Spring Boot, and related build tools (including Gradle) with proficiency in web technologies (HTML, XML, JSON, JavaScript, CSS).
• Proven experience with REST API development, web services (REST and SOAP), and application servers (WebSphere, Tomcat).
• Solid background in relational database concepts with experience using Oracle, DB2, or MS SQL Server.
• Excellent verbal and written communication skills with the ability to effectively present to technical and business audiences.
• Proficient in using development tools such as Visual Studio Code, Node.js, SVN, Eclipse, and Spring Tools.
• Demonstrated experience with Agile methodologies and managing multiple projects with dynamic priorities.
• Experience with AWS Cloud architecture, including EC2, ECS, build, and deployment processes.

Preferred Qualifications

• Experience in MMIS subsystems.
• Familiarity with ETL concepts, data analytics, and multi-platform telecommunications systems.
• Prior experience in cloud code deployment and security model implementation.
