Position Overview
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees and an extensive infrastructure that includes 19 reservoirs, 3 controlled lakes, approximately 150,000 catch basins, 114,000 hydrants, 90,000 valves, and 7,000 miles of water mains. Within the Bureau of Water and Sewer Operations, the Plan Review Section evaluates civil engineering plans submitted by various stakeholders to ensure that water and sewer facilities remain protected and compliant with DEP standards. As a Civil Engineer II, Engineer-in-Charge, the selected candidate will play a vital role in supervising project reviews, analyzing engineering proposals, and coordinating across departments to safeguard New York City’s critical infrastructure. Key Responsibilities
- Supervise staff involved in reviewing projects submitted by private developers, City and State agencies, and internal stakeholders, including energy compliance and climate resiliency projects.
- Determine the scope of project reviews with respect to DEP infrastructure.
- Review structural design proposals and finalize response letters to consultants.
- Ensure that all reviews and approvals conform to rules, regulations, requirements, and standards.
- Develop and track technical guidance documents, standards, and specifications.
- Establish and standardize water and sewer requirements and practices.
- Ensure assignments are completed in accordance with DEP rules, regulations, and requirements.
- Coordinate with other DEP units to incorporate infrastructure requirements and avoid adverse impacts on the City’s water, sewer, and drainage systems.
- Advise managers on personnel performance and identify obstacles to achieving performance goals.
- Recommend actions to eliminate obstacles hindering overall performance.
Required Qualifications
- Four (4) years of full-time, satisfactory experience in civil engineering work.
- A valid New York State Professional Engineer's License with current New York State registration maintained throughout employment.
Preferred Qualifications
- A master's degree in civil engineering from an accredited institution may be substituted for one year of the required civil engineering experience.
- At least one year within the last three years of experience as a major contributor or project leader on a complex project is preferred for placement in Assignment Levels II and III.
