The ASA IE&E is the principal adviser to the Secretary of the Army on IE&E matters and serves as the Senior Co-chair of the Installations Program Evaluation Group as well as the Designated Agency Safety and Health Official (DASHO) for the Army. In this role, the ASA IE&E develops and oversees policies and programs for Environment, Safety, and Occupational Health – covering areas such as environmental compliance, cleanup, arms control, munitions and chemical matters, and risk management. Western Door Federal is seeking a highly professional, clearance eligible Occupational Health Specialist to leverage industrial hygiene expertise and provide consultative advisory services for the Office of the Assistant Secretary of the Army for Installations, Energy and Environment (ASA IE&E).

Location: The primary place of performance is at a Government facility within the immediate Washington D.C. area or at an alternative location approved on a case-by-case basis by the customer and the Contracting Officer's Representative.

Key Responsibilities

  • Advise the Director for OEH on recommendations for the technical direction of agency activities related to the health of employees working in potentially hazardous work environments.
  • Collaborate and coordinate with staff members in the Office of the Surgeon General (OTSG), US Army Medical Command (MEDCOM), and related Army and DOD OEH and environmental health organizations.
  • Work with the Director for OEH on medical programs and policies required to support activities including chemical weapons demilitarization, biological and chemical agent defense research, nuclear reactor operations, and biological safety and occupational reliability programs.
  • Coordinate with OSD, other Services, HQDA, OTSG, Medical Command (MEDCOM), Regional Health Commands, Army Public Health Center, Department of Veterans Affairs (DVA) and specialty organizations on interagency health and medical policies and processes.
  • Consolidate information from program direction discussions, establish and maintain a portfolio of program initiatives, apply project management methodologies, and manage timelines for all OEH initiatives and projects.
  • Advise the Director of any changes to scope or level of effort.
  • Assist in prioritizing new projects to facilitate the achievement of strategic goals and initiatives, develop and maintain a master project management schedule, facilitate meetings, and prepare presentation materials and reports.
  • Develop and maintain communication media to ensure Army Commands (ACOMs), Army Service Component Commands (ASCCs), and Direct Reporting Units (DRUs) are informed of progress on OEH initiatives.
  • Assist with the revision of existing documentation or development of new policies and guidelines, and coordinate draft policies within the Army and with other federal agencies.
  • Determine specific medical surveillance examination requirements in coordination with the Director for OEH.
  • Advise and assist the Director for SOH on fostering cross-functional and cross-organizational collaboration with Army senior SOH leaders and staff to develop yearly objectives addressing emerging trends in occupational health, injury, illness, and equipment loss prevention.
  • Conduct studies and analyses to assess the impact of DASA (ESOH) policies and procedures on Army components, including analysis of emerging SOH issues, OSHA violation tracking, hazard management, and the standardization of Army SOH programs.
  • Facilitate SOH planning and policy development by identifying best practices for collaboration, establishing metrics and statistics to demonstrate process viability, and supporting technology demonstrations related to Army priorities.
  • Identify opportunities for new SOH initiatives and programs.
  • Assist the OEH Director with maintaining OEH and ODASA (ESOH) actions in the Army's Electronic Task Management System (ETMS2).

Required Qualifications

  • Must be a U.S. Citizen.
  • Must be Security Clearance eligible and pass a background investigation.
  • Minimum of four (4) years' demonstrated experience in staffing and coordinating actions within the Army Secretariat, the Office of the Secretary of Defense, and individual Services.
  • Minimum of ten (10+) years' demonstrated experience in occupational health as it relates to environmental health and industrial hygiene.
  • Minimum of ten (10+) years' demonstrated experience in the medical aspects of workers' compensation, ergonomics, toxicology, health hazards, and occupational and environmental exposures.
  • Minimum of ten (10+) years' demonstrated experience in understanding Army operations and how the Army Medical Department supports the Occupational Health mission.
  • Minimum of ten (10+) years' demonstrated experience in interpersonal relations and applying laboratory scientific disciplines.
  • Minimum of ten (10+) years' demonstrated experience in applying experimental theories and new developments to solve complex healthcare challenges, develop guidelines, assess program effectiveness, and provide advisory services.

Preferred Qualifications

  • Certification in industrial hygiene or occupational health.
  • Experience working with ETMS 2.
