Job Description

Position Overview

The City of San José’s Public Works Department is recruiting for an Information Systems Analyst (ISA) position on the Enterprise GIS team. This role focuses on GIS system administration, database design, business system integration, and the implementation of large-scale enterprise projects. The successful candidate will work with modern technologies including the ArcGIS platform, VertiGIS Studio, FME Server, and SQL Server enterprise geodatabases while collaborating across multiple city departments. Salary: $141,894.48 - $172,885.44 annually. Schedule: 5 days/week onsite during the probationary period with potential for 1 day/week remote work after successful completion. Location: San José, CA.

Key Responsibilities

  • Administer the Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server) including system upgrades, patch applications, capacity planning, load testing, service tuning, backup management, security administration, and documentation maintenance.
  • Meet with business owners and end users to gather and document requirements, then design, build, and deploy mapping applications on the ArcGIS platform while providing training and support.
  • Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and the creation of print templates, reports, and workflows.
  • Create and manage complex geoprocessing routines and ETL workflows using FME and/or Python.
  • Conduct data modeling and design activities for new datasets in alignment with City standards.
  • Build and support GIS integrations with various city business systems.
  • Lead large-scale, cross-department Enterprise GIS projects by collaborating with multiple teams, reducing redundancies, training end users, and providing development oversight.
  • Provide GIS support within the Emergency Operations Center (EOC) when activated.

Required Qualifications

  • Education: A bachelor's degree from an accredited college or university in a relevant field.
  • Experience Required: Four (4) years of progressively responsible professional experience, including at least two (2) years in lead technical work related to development, implementation, and maintenance of computer systems or application development/support.
  • Requirements: Possession of a valid State of California driver’s license may be required; certification (e.g., MCSE or equivalent) may also be required for positions involving computer networks. Additional years of directly related work experience may be substituted for education on a year-for-year basis; a master’s degree may substitute for one (1) year of the required experience.

Preferred Qualifications

  • Advanced proficiency with the ArcGIS platform and demonstrated experience in GIS server administration.
  • Experience with VertiGIS Studio and GIS web application development in an Esri environment.
  • Strong troubleshooting skills for resolving complex technical issues and supporting enterprise-scale projects.
  • Effective communication, teamwork, analytical thinking, problem solving, and project management skills.
