Job Description

Position Overview

This position is part of the WAPA Headquarters. As a Supervisory IT Cybersecurity Specialist (INFOSEC) you will supervise a cybersecurity team, manage technical projects, ensure compliance, develop work plans, advise senior management, and oversee program operations within Western Area Power Administration (WAPA).

Key Responsibilities

  • Develop work plans for contractors, ensure quality assurance, and oversee performance to meet contract specifications.
  • Act as a technical expert for FISMA requirements, NIST standards, and NERC CIP compliance, including risk assessments, security plans, and authorization to operate.
  • Provide program direction for cybersecurity information assurance services such as assessment and authorization (A&A), vulnerability management, supply chain risk management, and system security.
  • Conduct strategic planning and evaluation of cybersecurity projects to ensure alignment with mission objectives.
  • Supervise and manage a cybersecurity team through workload distribution, performance appraisals, and staff development.
  • Coordinate cybersecurity procurement, ensure timely system deployment, and serve as the WAPA Information System Security Manager (ISSM).

Required Qualifications

  • Must be a U.S. Citizen or National, meet all federal employment requirements (including participation in e-Verify and Selective Service registration), and possess DOE 'Q' security clearance with access to Special Sensitive Information.
  • Demonstrate IT-related experience with competencies including Attention to Detail, Customer Service, Oral Communication, and Problem Solving.
  • Have at least one year of specialized experience equivalent to the GS-13 level in developing and managing cybersecurity policies, procedures, and compliance with standards such as FISMA, NIST, and NERC CIP.
  • Experience supervising cybersecurity teams, managing projects, and coordinating complex cybersecurity initiatives, while meeting Time-In-Grade requirements.
