Job Description
Position Overview
Salary: $81k to $170k with a midpoint of $118k. New hires typically receive between the minimum and midpoint, although we may go slightly higher based on experience, internal equity, and market.
Under general direction, this role provides financial planning and analysis services to the Agency’s long-term system planning, budgeting, and financial modeling processes. The position involves developing short-term and long-term forecasts, performing cost-benefit analyses, and delivering complex financial analysis and strategic thinking. This role is a key contributor to the Financial Planning & Analysis division in Finance.
Key Responsibilities
- Build collaborative relationships with assigned divisions and project teams within the Agency.
- Provide timely, accurate, and concise ad-hoc financial performance reporting while identifying and resolving financial and budgetary issues.
- Prepare financial data to support review meetings and assist in producing budget and financial reports or presentations as requested.
- Develop short-term and long-term financial analyses, including cash flow modeling, present/future value analysis, and complex financial models.
- Stay current on the Agency’s budget, accounting, overhead allocation methodologies, reporting systems, and related tools.
- Develop, track, and report on division and agency key performance indicators (KPIs).
- Prepare forecasts and conduct variance analyses comparing budget to actuals and forecasts to actuals.
- Support the division in preparing the annual proposed and adopted budget documents.
- Perform industry research to evaluate reporting alternatives and reconcile differences between budget and accounting reports.
- Provide leadership and support to the FP&A Division, serve on committees, prepare and present reports, and participate in professional group meetings.

Required Qualifications
- Education: Bachelor’s degree in Finance, Economics, Business Administration, Public Administration, or a closely related field; or an equivalent combination of education and experience.
- Experience Required: At least four years of experience in financial planning and analysis, financial modeling, and the development of financial projections, preferably in transit operations or a similar organization.
- Demonstrated understanding of operational characteristics, services, and fiscal functions related to financial planning and budgeting.
- Proficiency in economic modeling, revenue forecasting, and developing financial projections.
- Strong financial analysis skills including cash flow modeling, present/future value analysis, and statistical analysis.
- Experience in program and project management techniques, as well as external and management reporting.
- Proficiency with modern office procedures and computer applications (e.g., word processing, spreadsheets, statistical databases).
- Ability to establish and maintain effective working relationships with department staff, management, vendors, and external agencies.
- Strong analytical skills with the ability to offer valuable input into complex financial and policy issues and to prepare comprehensive reports.
- Experience in managing multiple tasks, setting and meeting objectives, and adjusting priorities as needed.
- Excellent communication skills, maintaining confidentiality, and the ability to interact tactfully with diverse stakeholders.
- Ability to apply advanced project management techniques and execute multi-year, multi-project financial analyses.
