Job Description
Position Overview
The Engineer performs engineering work for municipal projects. This position administers and manages the study, design, construction, and/or delivery and execution of consultant and contract services for all projects required for the improvement and expansion of the Detroit Water and Sewerage Department System.
Note: This is not a Civil Service Position. Applicants must be authorized to work for ANY employer in the U.S. The Detroit Water and Sewerage Department is unable to sponsor or take over sponsorship of an employment Visa at this time.
Key Responsibilities
- Perform study, design, and construction administration tasks for municipal engineering projects.
- Prepare plans, drawings, specifications, and detailed computations for projects.
- Prepare requests for proposals and evaluate proposals for consultant contracts.
- Evaluate bids for construction contracts and review contractor submittals for accuracy and conformity.
- Attend work-related meetings and assist with field and design issues during project construction.
- Review and enforce consultant work, responses, and contract documents; supervise site surveys and testing related to equipment maintenance.
- Assist management with engineering reports, correspondence, and contract close-outs.
- Provide on the job training and support team activities.
- Assist in requisition, procurement, and administration of consultant and construction contracts as assigned.
Required Qualifications
- Knowledge of water and wastewater distribution and collection processes, equipment, and systems; principles and practices of engineering design and construction; project management; geographic information systems; and green stormwater infrastructure.
- Skills to devise engineering solutions, manage multiple projects, use advanced technology, prepare clear and comprehensive reports, operate survey instruments, develop critical path methodology/scheduling, and proficiently use Microsoft Office and GIS software.
- Abilities to read and interpret contract and schematic drawings, conduct precise observations, perform complex arithmetic computations, communicate effectively both verbally and in writing, and collaborate across teams.
- Bachelor’s degree in civil/sanitary or environmental engineering or equivalent from an accredited institution. Construction management experience and an E.I.T. (Engineer In Training) certificate are preferred.
- Valid Michigan Driver’s License is required.
- Must be capable of climbing, bending, twisting, lifting a minimum of 50 pounds, and handling the physical demands of field work.
- Ability to work in various conditions including exposure to outside elements, hazardous chemicals, confined spaces, and slippery or wet environments while adhering to strict safety protocols and using required personal protective equipment.
- Willingness to work irregular hours, commute to DWSD facilities and work sites, and successfully pass physical, vision, and drug screening tests.
