Job Description

Position Overview

This is a Safety-Sensitive position. Applicants who pass the interview process will be subject to drug and alcohol testing.

The purpose of this class within the organization is to provide civil engineering expertise in the areas of development plans and related development services within the City. Minimum Starting Salary: $101,420.00 (a higher salary may be offered depending on the selected applicant's relevant experience).

Key Responsibilities

  • Reviews and approves site plans for compliance with City standards, including storm water management, erosion prevention, sediment control plans and calculations before final approval, and coordinates with applicants and consulting engineers.
  • Reviews and approves subdivision master plans, preliminary plats and final plats for compliance with City standards, including storm water management and erosion prevention and sediment control plans and calculations; coordinates with applicants and consulting engineers.
  • Reviews and approves access, traffic patterns, circulation, traffic impacts and related traffic matters for site plans and subdivisions.
  • Reviews and approves construction cost estimates for development projects for permitting fees, sureties and bonds, deposits and fees in lieu of construction.
  • Reviews and estimates impact fees and impact fee offsets.
  • Reviews and approves permit applications for developments and construction.
  • Conducts pre-application, pre-construction, construction progress and other development and construction related meetings.
  • Provides engineering representation for Development Services before City Council, Planning Commission, various boards and neighborhood or public meetings.
  • Reviews and approves roadway and drainage construction plans for compliance with applicable local, state, and federal standards.
  • Performs or reviews drainage impact studies to determine development or modification impacts on the drainage system.
  • Reviews annexation requests, zoning requests, right of way and easement requests and formulates recommendations to management, the Planning Commission, and City Council.
  • Reviews development plans and permits for compliance with FEMA and City Floodplain Management requirements.
  • Updates technical specifications and typical standards for the City Zoning Ordinance, Subdivision and Street Regulations related to development, traffic, street, and drainage issues.
  • Develops and implements development related ordinances, programs, policies, and practices.
  • Receives, analyzes, and responds to citizens’ and Council requests and makes recommendations.
  • Accesses and analyzes archive files to retrieve information.
  • Collects and researches information and data and prepares grant applications, studies, reports, and recommendations.
  • Ensures that all necessary local, state, and federal permits have been applied for and received for construction projects.
  • Performs other work as assigned.
  • Performs light work involving walking or standing most of the time, occasionally exerting up to 20 pounds of force, and is capable of walking on rough terrain and traversing unimproved construction sites for field inspections.

Required Qualifications

  • Bachelor's degree in Civil Engineering or a related Engineering field.
  • Minimum of six (6) years of relevant experience.
  • Demonstrated human relations skills with the ability to communicate effectively with the public, elected officials, board members, department heads, and governmental agencies.
  • Must possess a Professional Engineer (PE) license in the State of Tennessee; if licensed in another state, must have the ability to obtain a PE in Tennessee.
  • Must have a valid driver's license.
