Job Description

Position Overview

The City of Sacramento is seeking a results-driven leader who is collaborative, customer focused and committed to innovation, continuous improvement, and advancing the City's digital strategy initiatives through reliable, efficient, and secure systems. As part of the Enterprise Applications Division, this leadership role is responsible for overseeing the critical systems supporting Enterprise Land Management, Permitting and Code Enforcement. The incumbent will build strong partnerships across departments, develop strategic project roadmaps, and facilitate organizational change management while leading cross-functional teams of technical staff and business analysts. With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or be able to report to a City worksite on short notice.

Key Responsibilities

  • Oversee enterprise applications that support Land Management, Permitting, and Code Enforcement operations.
  • Supervise, train, and evaluate professional, technical, and administrative staff while providing technical guidance.
  • Develop strategic project roadmaps and coordinate efforts for systems analysis, programming, and system enhancements.
  • Participate in the preparation of IT studies, budgets, equipment acquisition programs, and technical reports.
  • Coordinate resolution of complex technical issues and collaborate with City officials, external agencies, and consultants.

Required Qualifications

  • At least four years of progressively responsible experience in systems analysis, systems programming, network administration, application programming, customer support, or computer operations in a multi-platform IT environment, including a minimum of one year as a project lead or team leader.
  • Bachelor’s degree from an accredited college or university in computer science, information systems, business information systems, business administration, or a closely related field.
  • Demonstrated experience managing enterprise applications in a government or large organizational setting.
  • Proven ability to translate complex business needs into technology-driven solutions and lead cross-functional teams.

Preferred Qualifications

  • Experience with enterprise platforms such as Permit and Land Management, Case Management, Business Process Management, Customer Relationship Management, and Enterprise Document Management.
  • Strong technical background in mission-critical systems and familiarity with change management and process improvement methodologies.
  • Proven stakeholder engagement skills and the ability to manage multiple technical projects under strict deadlines.
