Position Overview
The Marketplace Facilitated Enroller (MFE) is responsible for identifying prospective members that do not have health insurance and assisting with the enrollment process, ultimately making it easier for them to connect to the care they need. The MFE conducts interviews and screens potentially eligible recipients for enrollment into Government Programs such as Medicaid/Medicaid Managed Care, Child Health Plus, Essential Plan, and assists in enrollment into Qualified Health Plans. The MFE provides guidance with completing applications, gathering necessary documentation, selecting appropriate health plans, processing paperwork completely and accurately – including follow up documentation and recertification – and develops strong professional relationships with local community as well as county and state agency personnel.
Key Responsibilities
- Responsible for achieving monthly, quarterly, and annual enrollment goals and growth targets as established by management.
- Interview, screen, and assist potentially eligible recipients with the enrollment process into Medicaid/Medicaid Managed Care, Child Health Plus, Essential Plan, and Qualified Health Plans.
- Meet with consumers at various community sites.
- Provide education and support by assisting consumers with the application process, explaining requirements, and gathering necessary documentation.
- Identify and educate potential members on all aspects of the plan, including answering questions regarding the plan’s features and benefits while guiding clients through required disclosures.
- Educate members on their options for making premium payments, including due dates.
- Assist clients with choosing a plan and a primary care physician.
- Submit all completed applications in adherence with submission deadlines set by NYSOH and Molina enrollment guidelines.
- Identify and assist current members due for recertification by completing the annual recertification application, including adding additional eligible family members.
- Respond to inquiries from prospective and current members within marketing guidelines.
- Adhere to all NYSOH rules and regulations applicable to MFE functions.
- Participate in outreach projects, including a minimum of 8 hours per week in events and community outreach projects as assigned by management.
- Establish and maintain good working relationships with external business partners such as hospitals, provider organizations, city agencies, and community-based organizations.
- Develop and strengthen relationships to generate new opportunities.
- Attend external meetings, community health fairs, and events as required.
- Occasional weekend or evening availability for special events.
Required Qualifications
- Education: HS Diploma
- Minimum one year of experience working with State and Federal Health Insurance programs and populations.
- Demonstrated organizational and time management skills with the ability to work independently and meet deadlines.
- Excellent written, oral, and presentation skills.
- Basic computer skills including Microsoft Word and Excel.
- Strong interpersonal skills with a positive attitude and adaptability.
- Must have reliable transportation and a valid NYS driver’s license with no restrictions.
- Knowledge of Managed Care insurance plans and ability to work with a diverse population.
- Ability to work a flexible schedule, including nights and weekends.
- Successful completion of the NYSOH required training, certification, and recertification.
Preferred Qualifications
- AA/AS – Associate's degree.
- Previous experience as a Marketplace Facilitated Enroller.
- Bilingual – Spanish & English.
