Job Description

Position Overview

Join Us in Making a Difference at DJS! The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking a passionate Data Analyst Administrator III to serve as the lead data analytics and reporting authority for the Juvenile Services Education Program (JSEP). This position is responsible for the collection, validation, analysis, visualization, and reporting of instructional, operational, and compliance data to support executive decision-making, program accountability, and continuous improvement. Location: 217 E. Redwood St., Baltimore, MD 21202.

Key Responsibilities

  • Lead the development and implementation of a comprehensive data strategy for JSEP, advising executive leadership on data trends, performance indicators, and emerging issues affecting student outcomes and program effectiveness.
  • Oversee the collection, validation, and maintenance of student, school, and program-level data to ensure accuracy, consistency, and compliance with state and federal requirements.
  • Conduct advanced data analyses and research studies to evaluate academic performance, program quality, equity indicators, and operational outcomes; prepare annual, quarterly, and ad hoc reports for internal and external stakeholders.
  • Design, develop, and maintain interactive dashboards and visual reports that translate complex data into actionable insights for leadership and school-based teams.
  • Monitor key performance indicators and accountability measures related to student achievement, attendance, and program outcomes, identifying gaps and recommending data-informed improvement strategies.
  • Collaborate with school administrators, instructional leaders, operations staff, and external partners, while providing technical assistance and training on data tools and best practices.
  • Ensure adherence to data privacy, security, and governance standards, including FERPA and other applicable policies.
  • Support continuous improvement efforts by evaluating initiatives, tracking outcomes, and using data to inform policy, practice, and strategic resource allocation.

Required Qualifications

  • Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience Required: Six years of administrative staff or professional work. (Candidates may substitute 30 college credit hours per year up to four years, a Bachelor's degree with two years of experience, a Master's degree, or relevant U.S. Armed Forces military service as applicable.)
