Position Overview

Join the Denver Housing Authority (DHA), a leader in providing affordable housing and creating thriving communities in Denver. This role is classified as a Professional V. Compensation: $115,431.81 to $144,290. The position is not union classified.

The Director of Human Resources oversees the day-to-day operation of the DHA HR Department while shaping policies and programs in alignment with DHA’s strategic plan. This strategic business partner to the CEO is responsible for talent acquisition, employee engagement, legal compliance, performance management, and more.

Key Responsibilities

  • Partner with the leadership team to formulate, develop, implement, and evaluate management strategies that advance DHA’s vision and mission.
  • Champion DHA’s mission, vision, and strategic priorities while actively participating in strategic planning.
  • Develop initiatives to increase staff retention and productivity, including succession planning, employee engagement, and career development.
  • Lead the administration of the performance management process, ensuring ongoing constructive feedback and coaching.
  • Mitigate legal risks through proactive training, clear systems for conflict management, and adherence to anti-discrimination policies.
  • Ensure compliance with HR laws and regulations at the local, state, and national levels.
  • Ensure DHA offers a competitive compensation and benefits package by reviewing data, monitoring pay practices, and managing benefit enrollment and payroll functions.
  • Collaborate with the MIS team to optimize and integrate HR technology for effective service delivery and data management.
  • Oversee core HR functions including hiring, disciplinary actions, promotions, terminations, and EEO compliance.
  • Facilitate negotiations on the union contract and manage union/management meetings when required.
  • Oversee HR contracts and actively participate in budgeting processes for the department.
  • Perform other duties as assigned.

Required Qualifications

  • Bachelor’s degree in Human Resources, Public Administration, or a related field.
  • HRCI and/or SHRM Certification required at the time of application.
  • Minimum of 7 years’ progressive management experience at a Human Resource manager level or higher and at least 4 years in a supervisory capacity.
  • A valid Colorado driver’s license.
  • Strong knowledge of federal and state HR laws, including FMLA, ADA, HIPAA, and EEO, with proven experience in talent management, employee relations, and performance management.
  • Excellent written, verbal, and interpersonal communication skills combined with effective leadership and strategic problem-solving abilities.

Preferred Qualifications

  • Previous experience with a Housing Authority or within a non-profit environment.
