Job Description

Position Overview

Salary Range: $9,333.00 - $12,576.46 Monthly. Housing for Health (HFH) is a program office within Community Programs under the Los Angeles County Department of Health Services. HFH supports the County’s effort to combat homelessness and embodies equity, accountability, and innovation. In this hybrid work environment, employees work both remotely and from the office as needed. The Evaluation Agenda Manager will report to the Director of Data Analytics and Evaluation, managing the Annual Evaluation Agenda (AEA) linked to Measure A, a historic initiative generating significant investment in homelessness solutions.

Key Responsibilities

  • Lead the coordination and management of the Measure A Evaluation Agenda, ensuring alignment with Measure A requirements.
  • Review and assess causal impact evaluations to ensure research designs meet standards for statistical precision and causal identification.
  • Manage the planning, scheduling, and facilitation of community and stakeholder engagement, including executive governance bodies, County agencies, community-based organizations, and individuals with lived homelessness experience.
  • Drive the publication of the AEA by synthesizing diverse recommendations and developing actionable research questions and strategies.
  • Support procurement and management of evaluation contracts including drafting RFPs, monitoring deliverables, and providing technical feedback.
  • Track and report progress across multiple evaluations, synthesizing findings and presenting updates to leadership and the community.
  • Coordinate the execution of Data Sharing Agreements, MOUs, IRB reliance agreements, and other legal documents essential to evaluation work.
  • Draft, revise, and publish annual, version-controlled evaluation agenda documents in collaboration with internal and external stakeholders.
  • Contribute to the design and oversight of internal evaluation initiatives.
  • Ensure that all evaluation activities reflect Measure A principles of equity, transparency, accountability, and innovation.

Required Qualifications

  • Option I: Two (2) years of experience managing complex data science projects including independently developing and applying statistical prediction, inference, and optimization methods; OR Option II: A Bachelor’s degree in a relevant field plus six (6) years of experience (with at least two years in a lead capacity), with the possibility of substituting advanced degrees for up to two years of experience.
  • Master’s or Ph.D. covering quantitative causal inference and evaluation methods is strongly preferred.
  • Demonstrated experience in contract management, project coordination, and writing scopes of work.
  • Strong understanding of causal inference, evaluation design (including power analysis, quasi-experimental methods, randomized trial design, and meta-analysis), and related statistical reasoning.
  • Familiarity with homeless services systems and programs, public-sector contracting, and procurement processes.
  • Experience managing stakeholder engagement with government entities, community-based organizations, and marginalized populations.
  • Ability to coordinate legal agreements such as DSAs, MOUs, and IRB protocols.
  • Proficiency in data visualization tools (e.g., Power BI, Tableau), project management tools (e.g., Jira, Trello, Airtable), and statistical software (e.g., R, Stata, Python, SAS) is required.
  • Strong facilitation skills for multi-stakeholder discussions and the ability to translate complex evaluation findings into actionable insights.
  • A valid California Class C Driver License or the ability to utilize an alternative form of transportation, along with the successful clearance of the Live Scan process.
  • A commitment to advancing equity and using data to drive transparency and continuous improvement.
