Position Overview
Virgin Galactic (VG) is seeking a Senior Export Compliance Manager with a strong background in space‐related regulations including EAR, ITAR, OFAC, and FCPA. The successful candidate will be responsible for drafting and managing export authorizations and licenses, ensuring strict adherence to U.S. government export regulations. This full‑time role is based in Tustin, California, and requires an office presence four days a week. Virgin Galactic is an aerospace and space travel company pioneering human spaceflight for private individuals and researchers.
Key Responsibilities
- Advise on matters regulated by U.S. International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) and manage processes for reviewing and clearing export controlled material.
- Guide stakeholders in identifying compliance issues and obtaining authorizations for compliance with regulations including the Office of Foreign Assets Control (OFAC) and the Foreign Corrupt Practices Act (FCPA).
- Prepare and submit authorization applications and manage approved authorizations such as permanent and temporary export licenses, Technology Control Plans, Strategic Trade Authorization forms, Export Compliance Certifications, and related documentation.
- Provide proactive leadership in the development, implementation, and management of company-wide policies, procedures, controls, and training programs.
- Represent VG, as Empowered Official, with the Department of State, Department of Commerce, and other agencies to communicate and resolve export concerns.
- Respond to requests for information, analyze export compliance impacts, and review contract provisions relating to export and security controls.
- Anticipate potential issues and identify solutions to eliminate or mitigate risks.
- Support internal investigations and audits as directed.
- File DDTC registration forms DS2032 and DD2345.
- Report directly to the Associate General Counsel within the Legal Department.
- Train VG employees across the enterprise on EAR and ITAR compliance policies and procedures.
- Collaborate with VG security and communications teams to identify potential export compliance vulnerabilities.
Required Qualifications
- 5-10+ years of experience in export and import compliance, with expert knowledge of ITAR, EAR, OFAC, FCPA, and other aerospace-related regulations.
- Proven experience drafting, submitting, and managing various export authorizations.
- Experience working with U.S. government agencies such as the Department of State, Department of Commerce, Department of Defense, and Bureau of Industry and Security.
- Ability to exercise strategic judgment by evaluating multiple inputs and making complex decisions regarding compliance.
- Experience administering an effective export program ensuring regulatory and internal policy requirements are met, including licensing, exemption usage, training, and recordkeeping.
- Broad understanding of export disciplines, applicable industry best practices, and relevant regulatory frameworks.
- Working knowledge of the Snap-R licensing system and familiarity with security clearances (U.S. and foreign).
- Ability to process requests for export license exemptions/exceptions and assist in developing licensing strategies for compliant business execution.
- Experience in providing training on the compliant execution of trade and sanctions regulations.
- Strong teamwork skills with the ability to manage multiple priorities and remain composed under pressure.
- Demonstrated professional maturity with impeccable ethics and integrity.

- Compensation: Annual U.S. base salary range of $121,650.00–$185,625.00, based on job-related knowledge, skills, location, experience, and internal equity.
