Job Description

Position Overview

Amtrak is driving America’s workforce toward the future. As an industry leader connecting businesses and communities, we are looking for a dynamic professional to program and direct design upgrades and state of good repair improvements for our bridges and rail infrastructure. In this role, you will manage internal teams and external engineering consultants while serving as the Subject Matter Expert (SME) for Bridge Design. You will collaborate with various stakeholders to ensure that all projects comply with Amtrak design standards and regulatory requirements.

Key Responsibilities

  • Lead the design of individual projects including requirements gathering, site evaluation, scope development, schedule, budget, plans, and specifications while ensuring alignment and collaboration across groups.
  • Manage external engineering resources for completing detailed design and construction documents.
  • Review engineering designs prepared by outside agencies to ensure compliance with Amtrak and industry standards.
  • Provide technical expertise to field engineering and maintenance staff and support during construction by addressing submittals, RFI’s, and change order requests.
  • Self-perform design services on small projects with limited oversight.

Required Qualifications

  • Bachelor of Science in Civil or Structural Engineering.
  • Structural design experience with an emphasis on bridges and buildings.
  • 7–10 years of relevant experience in design, construction, and project management.
  • Experience in preparing RFPs, scopes of work, and developing design and construction documents.
  • Proven experience in project and program management, including multi-discipline design projects using external consulting firms.
  • Demonstrated ability to work effectively in a matrix organization.
  • Excellent verbal and written communication, organizational, and collaborative skills, with the ability to drive projects from a minimal problem statement.
  • Valid driver’s license.

Preferred Qualifications

  • 10+ years of relevant experience.
  • Master’s Degree.
  • Licensed Professional Engineer (PE).
  • Prior experience as an Owner’s Representative handling all project phases from planning to close-out in a fast-paced environment.
  • Experience in writing RFPs, bidding, and contracting with architecture and engineering consulting firms.
  • Prior supervisory experience.
  • Familiarity with large-scale, architecturally and historically sensitive facilities and an understanding of both passenger and freight railroad operating environments.
