Position Overview

Salary: $107,827.20 - $153,420.80 Annually
Location: Des Moines - 50309 - Polk County, IA

This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. The Department of Management, Division of Information Technology (DoIT) is seeking a dynamic and experienced leader to serve as the Service Delivery Deputy. In this pivotal role you will guide teams of architects and oversee functions including application delivery, solution architecture, digital/web services, service desk operations, and infrastructure management. You will ensure staff are equipped with the skills to meet evolving agency needs, champion best practices, and drive the implementation of innovative service initiatives supporting agency and statewide outcomes. Additionally, this position requires onsite work in Des Moines, IA each week, with the possibility of developing a hybrid/remote schedule in collaboration with your manager. Please note, candidates must reside in Iowa at the time of starting the role.

Key Responsibilities:

  • Oversee daily operations of DOM DoIT functional teams and implement strategic plans, goals, and procedures.
  • Assign resources, manage staffing needs, and improve coordination and communication across teams.
  • Lead financial planning, including budgeting, procurement approvals, and capital spending aligned with agency goals.
  • Build and maintain strong relationships with stakeholders including leadership, technical teams, and vendors.
  • Provide leadership and mentorship while promoting best practices and supporting enterprise-wide IT initiatives.
  • Supervise and coordinate the work of full-time employees and contractors delivering IT services in alignment with DoIT policy goals.
  • Manage personnel functions including hiring, performance evaluations, discipline, and adherence to employee policies and union contracts.
  • Ensure projects are adequately staffed and delivered on time and within budget while maintaining high standards of integrity and customer service.
  • Oversee compliance with federal, state, and agency data security standards across all team activities.
  • Perform additional duties as assigned to support operational efficiency and contribute to DoIT's mission.
  • Lead teams of architects and support a broad range of technology services including Application Development, DevOps and SecDevOps, Solutions Architecture, Data, Business Intelligence and Analytics, Infrastructure and Networking, Operations and Maintenance, Digital/Web Services, and Artificial Intelligence.

Required Qualifications:

  • Graduation from an accredited four-year college or university and experience equal to seven years of full-time professional work in information technology systems management, which included three years of management experience in application design and development or three years managing professional staff engaged in the installation and operation of mainframe equipment.
  • An equivalent combination of education and experience substituting the equivalent of six months of full-time work experience in developing computer applications, maintaining computer software systems, or computer operations for one year of the required education, to a maximum substitution of two years.
  • Substitution of one year (thirty semester hours of equivalent coursework) of graduate-level coursework in Computer Science or Management Information Systems for one year of the required work experience, to a maximum substitution of one year.
  • Current continuous experience in the state executive branch that includes experience equal to three years of full-time work as an Information Technology Specialist 4.
  • Current continuous experience in the state executive branch that includes experience equal to two years of full-time work as an Information Technology Specialist 5.
  • Current continuous experience in the state executive branch that includes experience equal to two years of full-time work as an Information Technology Administrator 1.
  • Current continuous experience in the state executive branch that includes experience equal to one year of full-time work as an Information Technology Administrator 2.
