Job Description

Position Overview

The Congressional Research Service (CRS) Government and Finance Division is seeking an Analyst in Public Finance to join its Government Finance and Taxation Section. In this role, you will serve the United States Congress by providing in‐depth research and analysis on public policy issues related to public economics with an emphasis on federal tax administration, enforcement, individual income taxation, and tax expenditures. This position is located in Washington, DC, with a GS 11 salary range of $84,601 to $109,975 per year. The role is full‑time with flexitime/compflex options and offers the opportunity to work as part of a collaborative, multi‐disciplinary team.

Key Responsibilities

  • Prepare a variety of objective, non‑partisan analytical studies, descriptive reports, and memoranda on nationally significant public policy issues.
  • Provide personal consultation and assistance to congressional committees, Members of Congress, and their staff throughout the legislative process.
  • Participate in CRS seminars, workshops, outreach programs, and multi‑disciplinary research projects.
  • Locate and supply information requested by Members and committees of Congress.
  • Develop, over time, the skills necessary to offer expert public policy and legislative analysis at increasingly advanced levels.

Required Qualifications

  • Knowledge: Expertise in public economics with an emphasis on federal tax administration and enforcement, individual income taxation, or tax expenditures.
  • Analytical Skills: Ability to analyze complex public policy issues and convey non‑partisan conclusions.
  • Writing Skills: Ability to write clearly and effectively in a public policy context.
  • Effective verbal communication skills for briefings, consultations, and presentations.
  • A collaborative mindset with the ability to work well within multi‑disciplinary teams.
  • Commitment to objectivity in all phases of analysis and consultation.
