ABOUT THE CENTER FOR COMMUNITY CAPACITY DEVELOPMENT (CCCD)
IPHI's Center for Community Capacity Development (CCCD) works with community collaboratives, public health departments, health care organizations, state agencies, and other partners to build capacity for policy, systems, and institutional change. The CCCD provides training, consultation, and strategic planning services to public health system partners to support activities including community health assessment, action planning, strategic planning, performance management, quality improvement, and implementation and evaluation of evidence-based strategies, policies, and systems change.
Currently, the CCCD is leading implementation planning for the Illinois State Health Improvement Plan (SHIP) to advance health equity in 5 priority areas: chronic disease, emerging diseases, maternal and infant health, mental health and substance use, and racism as a public health crisis. This work involves supporting five action teams, policy and data subcommittees, and the SHIP Partnership, an appointed oversight body.
In addition, CCCD serves as the backbone organization for the Alliance for Health Equity, which is a collaboration across hospitals, government, and community partners working to improve health equity, wellness, and quality of life across Cook County. Since 2015, the Alliance has produced four collaborative community health needs assessments (CHNAs) and fostered partnerships and policy and systems change initiatives related to social and structural determinants of health and mental health and substance use disorders. The Alliance supports several systems change initiatives to address priority community health needs, including a Food is Medicine Committee and the Illinois Medical Respite Capacity Building Initiative, which advances expansion of medical respite and recuperative care programs for people experiencing homelessness in over 20 communities across Illinois with funding from the state's Office to Prevent and End Homelessness (OPEH).
JOB SUMMARY
The Program Director is responsible for overseeing administrative, financial, and project management activities across the Center for Community Capacity Development (CCCD) in collaboration with the Center Directors, central administration, finance, and contracts teams. The duties of the Program Director include supporting the long-term strategic and programmatic goals of the center from an administrative perspective. This includes supporting financial management (budgeting and monitoring), financial sustainability (grant writing and reporting), coordination between program and contracts teams, responding to funder requests, report development, and engagement with community partners through collaboratives and other projects. This role also includes supervising team members.
This position is full-time, exempt, and reports to the Center Director. IPHI's standard work week is 37.5 hours.?
The IPHI operates in a dynamic funding environment, and the availability of specific program funding may evolve over time. While the position you are applying for is currently supported by existing funding, future changes in funding sources could impact the associated program. DUTIES AND RESPONSIBILITIES:
- General
- Applies expertise to administrative and operational functions related to program development, implementation, and strategic decision-making for programs. This includes contracting, budgeting and financial management, adherence to contractual and funder requirements, and sustainability planning and development
- Guides program operations and design of operational systems and processes, ensuring alignment with organizational and community health goals
- Sets operational strategy and leads execution for large-scale strategic programs
- Conceptualizes and co-designs approaches to deepen program impact, cross-center collaboration, and organizational systems alignment
- Manages strategic integration of programs through operational systems and processes into the Center
- Leadership
- Inspires and motivates team members to embrace the organization's vision and direction

- Planning and Stewardship of Money
- In partnership with Center Directors and IPHI finance team, develops and monitors budgets for multiple projects
- Manages project budgets to ensure spending and scope are aligned with funder expectations, and proactively requests budget modifications as needed. Recommends necessary changes to support project implementation
- Coordinates with program, contracts, and finance teams to ensure that grant compliance and reporting are completed and are accurate paying close attention to regulations, guidelines, and programmatic outcomes relevant to program implementation. Can see and correct misalignments
- Grant, Resource, & Finance Development
- Cultivates and nurtures relationships with potential clients, funders and others to generate revenue through consulting, fee-for-service, and grant opportunities
- Seeks opportunities to grow programs and initiate new program areas
- Researches fundraising opportunities, in coordination with Center Directors and IPHI leadership
- Leads program related proposal development for consulting, philanthropic, government and other revenue-generating engagements

- Leads program operations and design of operational systems and processes, engages partners and communities, and implements Public Health strategies
- Partners with center directors and program directors to develop strategic direction for the Center and programs
- Strategizes program direction to prioritize and align with organizational vision and values
- Systems Change
- Leads and participates in efforts to inform and influence internal policy and systems change including anticipating, identifying and correcting misalignments and inefficiencies
- Uses models of collaborative planning, consensus building, and/or design thinking to drive improvements to prevent and correct misalignments and inefficiencies and to overall meet the IPHI mission and project goals
- Meeting Planning & Facilitation
- Leads and facilitates meetings with staff, existing and potential funders, vendors and other constituents; strives for inclusion of diverse perspectives and lived experiences with a focus on equity
- Communication & Writing
- Creates strategic messaging frameworks for funder reports and publications, ensuring alignment with organizational strategy and program goals
- Ensures timely and accurate communication and reporting to Center Director, funders, IPHI Finance team, and external partners; maintains accountability
- Works with communications and design teams to ensure that publications are visually engaging and accessible; ensures all public communication platforms are up to date
- Communicates effectively with team members to convey complex administrative and legal requirements
- External Relationships
- Develops relationships of influence, becoming a "go-to" resource for administrative and operational issues among funders, staff, IPHI Leadership, and other key partners
- Builds and maintains strategic partnerships with program partners and funders
- Administration Management
- Manages admin tasks related to employee supervision in the Center
- Oversees multiple programs, projects, and/or budgets, ensuring alignment with organizational priorities, funder regulations and guidelines

Position Requirements
QUALIFICATIONS
- A master's degree: in business, healthcare administration, public health, planning, public administration, social services, or in a related area is required (or equivalent of 7 years of public health-related experience)
- 8 years of relevant experience: in public health, social services, business or social enterprise, healthcare, or in another related area is required
- Previous supervisory experience: is required
- Expert application: of project management and budget management in collaborative projects
- Knowledge of health equity: and public health language and frameworks
- Expert understanding: of Microsoft programs (including Excel, Word, PowerPoint, Teams, Outlook)
- Strong attention: to detail and prioritizes tasks for team to ensure deadlines are met
- Understands and can clearly convey: regulations, guidelines, and programmatic outcomes relevant to program implementation. Can see and correct misalignments
JOB REQUIREMENTS
- The position: is full-time, exempt, 37.5 FTE hours per week
- Must be able: to sit at and operate a computer and other office equipment for a significant portion of the workday
- Must be able: to move about the office to access files and supplies
- This position: may entail occasional work in the evenings or on weekends and requires occasional travel for one or more nights from time to time
- This position: is located in Chicago and will require adherence to our hybrid schedule
COMPENSATION:
This position offers a salary range of $107,292 - $135,187 per year, depending on experience and qualifications.

LOCATION:
This position is located in Chicago. IPHI operates a hybrid office work model where team members work in the office two days per week (Tuesday, Wednesday, or Thursday), and individuals may work in the office or remotely the other three days per week. There is travel for meetings and site visits within Chicago, the suburbs, and Illinois. Occasional overnight travel within Illinois or nationally for conferences and training may be required.

Ongoing COVID safety protocols are in place. Although we do not require wearing a mask in our office, we do provide KN95 masks to be worn in our common spaces or when working with others, should you want to engage in mask wearing.
