Position Overview
Join the City of Baltimore as the Civic Technology Lead (Operations Manager II) within the Mayor’s Office of Performance and Innovation (OPI). In this role, you will serve as the principal technical architect and hands-on engineer, responsible for designing, building, and optimizing digital systems that drive Baltimore’s digital transformation. You will work closely with OPI, Baltimore City Information Technology (BCIT), and other stakeholders to deliver innovative, scalable solutions that enhance city operations and service delivery.
Compensation: Salary Range: $105,085.00 - $173,250.00 Annually; Starting Pay: $105,085.00 Annually.

Key Responsibilities
- Design and implement technical architectures that align with organizational strategy and citywide goals.
- Lead the development and deployment of integrated automation, data, and workflow solutions to streamline operations.
- Build and maintain internal tools, platforms, and prototypes using best practices in front-end and back-end development.
- Evaluate and integrate emerging technologies, including cloud services (Azure), data pipelines, and large language models.
- Collaborate with OPI colleagues, BCIT, and external partners to create unified, user-friendly digital experiences.
- Apply Agile methodologies and lead iterative design and delivery processes for technical solutions.
- Develop and maintain architectural documentation, including solution blueprints and capability roadmaps.
- Incorporate user feedback into continuous enhancement of digital solutions.
- Serve as the technical subject matter expert in technology discussions and citywide digital initiatives.
Required Qualifications
- Bachelor’s degree in computer science, data science, engineering, information technology, or a related field from an accredited institution.
- At least seven (7) years of experience in cloud engineering, data engineering, or digital transformation, with a proven track record in process automation and integrated system design.
- OR an equivalent combination of education and experience.
Preferred Qualifications
- Master’s degree in a technical field.
- Certifications in Azure or related platforms.
- Experience with tools such as Terraform, Docker, Kubernetes, or CI/CD pipelines.
