Position Overview
Human Services, a department of the City of Seattle, funds and operates programs and services that meet the basic needs of the most vulnerable people in our community – families and individuals with low incomes, children, domestic violence and sexual assault victims, homeless people, seniors, and persons with disabilities. We invest in programs that help people gain independence and success. The Quality Assurance Analyst (Senior Accountant) will conduct fiscal contract monitoring, fiscal risk assessments for department RFP processes, and track HSD’s partner agency independent audit reporting requirements. Acting as a subject matter expert on City, State, and Federal Uniform Guidance compliance principles, this role assists division program specialists with on-site annual contract monitoring by leading and conducting fiscal reviews of selected contracts in accordance with Federal uniform guidance, state guidelines, GAAP, GASB, FASB, and HSD standards. This is a Term Limited opportunity anticipated to last up to two years. Applications will be reviewed beginning on September 2nd until the position is filled.
Key Responsibilities
- Monitor, collect, and maintain fiscal documentation of compliance reviews for HSD service agreements.
- Act as a subject matter expert on compliance principles, federal/state fund source requirements, and accounting policies and procedures.
- Support HSD by assisting in strategy development to address risks, updating policies and procedures, and advising staff on compliance and risk matters.
- Conduct desk and on-site fiscal reviews of HSD passthrough contracts in accordance with Federal uniform guidance, state guidelines, GAAP, and HSD standards.
- Provide technical assistance to division program specialists during monitoring activities.
- Conduct fiscal risk assessments as part of RFP processes and offer insights on fiscal health and capacity.
- Monitor partner agency independent audits, documenting findings and corrective actions.
- Assist Senior Quality Assurance Analysts with comprehensive agency reviews, funding processes, and special projects.
- Develop training materials for financial reviews, analysis, and internal control assessments.
- Perform other related duties as assigned.
Required Qualifications
- Bachelor’s degree in accounting or a related field with a minimum of 24 semester hours (or 36 quarter credit units) in accounting.
- Minimum of three (3) years of professional experience in general or governmental accounting, or an equivalent combination of education, training, and experience.
- Strong written, oral, and interpersonal communication skills for effective collaboration with peers, external partners, and leadership.
- Understanding of race and social justice principles and the impacts of systemic racism on communities served.
- Demonstrated proficiency with standard computer software including Microsoft Office (Outlook, Word, and Excel).
Preferred Qualifications
- Four (4) years of experience in fiscal compliance monitoring, audits, or grant accounting, including the use of financial systems, spreadsheets, and data reporting; CPA is desired.
- Knowledge of the Uniform Guidance for Federal Awards, with specific experience working with Medicaid and HUD program guidelines.
- Experience in contract and/or grant monitoring for compliance with fiscal and programmatic standards, including the analysis and application of complex State/Federal laws, regulations, and policies.
- Project management experience, preferably in areas of contract compliance, monitoring, auditing, or fiscal controls.
- Experience in providing technical assistance to strengthen compliance with contract terms and fiscal policies.

- Compensation: $46.40 - $54.02 per hour
