Job Description

Position Overview

The Civil Engineer or Civil Engineering Associate position is responsible for the safe, reliable, and economic round‐the‐clock operation of our generation, electric transmission, and distribution systems. The role involves design, construction, and maintenance activities for transmission lines, substations, distribution systems, and more.

Key Responsibilities

  • Civil design of substation sites to meet drainage, access, and grade requirements
  • Coordinate and obtain all necessary permits for Substation and Transmission projects
  • Design and/or analyze structures for Substation, Transmission & Distribution projects
  • Design facilities to meet the requirements for EPA Spill Prevention Control and Containment rules
  • Design facilities to meet the requirements for Edwards Aquifer Authority and the Texas Commission of Environmental Equality
  • Direct or participate in surveying to establish reference points, grades, and elevations
  • Develop schedules, budgets, and cost estimates for materials and projects
  • Analyze geotechnical reports to assess soil adequacy for foundation and pavement design
  • Review survey reports, maps, drawings, and topographical data to plan projects
  • Inspect project sites to ensure conformance to design specifications and safety standards
  • Design foundations (pier and slab) to support Transmission & Substation structures
  • Participate in transmission line routing and siting, including new substations
  • Perform other duties as assigned

Required Qualifications

  • Approval by Business Unit Executive Leadership as related to the business need for Engineering Associate 2’s without their EIT
  • Ability to work effectively as an individual contributor and as a team member
  • Ability to handle complex assignments with minimum supervision
  • Ability to collaborate with other areas to complete tasks and projects
  • Strong problem-solving skills and the ability to research and resolve issues
  • Effective interpersonal and written communication skills
  • Ability to build strong relationships with coworkers and customers
  • Proficiency in basic management of projects and assignments
  • Willingness to work call duty and occasional unscheduled evenings, weekends, or holidays as needed
  • Ability to travel occasionally for off-site work, seminars, or manufacturing plant inspections
  • Proficiency in Microsoft Office Package including word processing, spreadsheets, database, presentation software, email, and scheduling
  • Bachelor of Science degree in an engineering field or Engineer In Training (EIT) designation from the Texas Board of Professional Engineers, OR demonstration of advanced skills or specialization applied to the business area

Preferred Qualifications

  • Texas Professional Engineer (PE) certification
  • Proficiency in steel structure design for Transmission and Substation Structures using RISA or similar software
  • Proficiency in reinforced concrete foundation design
  • Proficiency in geotechnical engineering for concrete slab & pier foundations and retaining wall design
  • Proficiency in Microstation Inroads/Openroads design software
  • Experience with SAP and Project System SAP
  • Experience in Transmission and/or Electrical Substation Design or other electric utility engineering
  • Experience modeling transmission lines and structures using the Power Line Systems software suite (e.g., PLS-CADD, PLS-POLE, Tower)
  • Experience with hydraulic and hydrologic model software (e.g., HEC-RAS, HEC-2, HEC-HMS) or similar USACE-based programs such as CulvertMaster, FlowMaster, HydroCAD, WRCS, or RiverCAD
