Job Description
Position Overview
This full-time position provides MDH and the Office of Facilities Management and Development with expertise in preparing efficient and effective project scopes of work. The role involves monitoring and administering facility infrastructure projects – including new construction, demolition, renovation, maintenance, energy performance, and more – as well as responding to and managing emergency response construction projects. The successful candidate will also coordinate with agencies such as DGS and MDE. Hybrid Telework Eligible.
Key Responsibilities
- Provide expertise in the preparation of project scopes of work.
- Monitor and administer facility infrastructure projects including new construction, demolition, renovation, maintenance, and energy performance initiatives.
- Develop and manage emergency response construction projects, including infrastructure planning and emergency project support.
- Coordinate with external agencies such as DGS and MDE to respond to emergency incidents and support facility operations.
- Oversee projects impacting various occupancy types including offices, healthcare areas, housing, educational spaces, and infrastructure systems.
Required Qualifications
- A minimum of six years of experience, including at least two years as a design and project management Engineer, Architect, or Surveyor for agency capital and operating construction, maintenance, and system services projects, plus four years in building construction.
- Possession of a Bachelor's degree in engineering or architecture may substitute part of the required experience.
- Possession of a Professional Engineer or Professional Architect registration in Maryland (or in a state with comparable requirements) may substitute part of the required experience.
- U.S. Armed Forces military service as a commissioned officer in relevant Engineering or Architecture fields may be substituted on a year-for-year basis with the required education.
Preferred Qualifications
- Experience in providing expertise for the preparation of project scopes of work and administering facility infrastructure projects.
- Experience in developing and managing emergency response construction projects, including infrastructure planning and emergency project support.
