Description of Work
The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.
The primary purpose of this position is to focus on business intelligence, data analysis, building/maintaining dashboards, and data reporting. Other core functions include using data and analytical tools to identify technical issues in the program’s information system and works with key IT partners to towards solutions.
The position requires high level technical expertise and the use of analytical tools such as Excel, Tableau, SAP Business Objects, SAS Statistical Programming, Power BI, R, Power Pivot, and other emerging technologies as needed. This position also serves as a data liaison between business program area assigned and the information systems project team. The position provides consultative support to staff around business processes and practices that drive division data. The ability to retain in-depth programmatic knowledge is needed to provide useful analysis and interpretation of data and trends in the program area assigned. Other core functions include collecting, analyzing, structuring, and presenting fiscal and program performance information related to Child Welfare program evaluation activities and providing analytical support as needed to DHHS and DSS leaders and staff to ensure understanding of the data, evaluations, and reports produced.
This information will be used by a wide range of audiences, including federal partners, the North Carolina General Assembly, DHHS leadership, and other stakeholders.
The primary duties for this position include:
- Access, extract, format, analyze, manage, and report on large complex data sets from automated systems, in various technology architectures.
- Develop a library of quantitative reports and other structured data sets
- Provide regular and ad-hoc analysis, evaluation, and reporting to Division leadership and staff
- Provide analytical support on multiple projects to staff within various components of the Child Welfare program.
- Process, analyze, summarize, and assist the Policy staff interpret and communicate data to a wider audience
- Use data and analytical tools to identify potential technical issues in the program’s information system and work with key IT partners towards solutions
- Serve as a technical liaison between business programs areas and information system project team

Salary Range: $57,983 - $101,470
Recruitment Range: $57,983 - $63,000

- Experience in data management, program evaluation, and continuous quality improvement.
- Experience in gathering and reviewing business requirements to create and validate usable reports.
- Demonstrated experience in extracting, formatting, analyzing, managing, communicating and explaining reporting results and methodologies.
- Experience in use of data analytics software, computer assisted statistical or business intelligence programs (e. g. SAS, R, SAP Business Objects, Tableau, Power BI, Power Pivot)
