Position Overview

HCAI’s mission is to expand equitable access to quality, affordable health care for all Californians through resilient facilities, actionable information, and the health workforce each community needs. The Deputy Director for Technology Services and Chief Information Officer (CIO) leads the Office of Technology Services (OTS) by providing high-level policy design, strategic direction, and executive leadership in order to ensure effective, efficient, and compliant IT service delivery. This critical role serves as a liaison to key partners and plays an integral part in HCAI’s strategic planning.

Key Responsibilities
- Provide executive leadership and strategic direction for the Office of Technology Services (OTS).
- Design, oversee, and ensure compliance with all IT policies and state mandates impacting healthcare systems.
- Manage staff in the development and implementation of innovative IT policies and solutions.
- Act as liaison with the California Department of Technology, Department of General Services, and the Department of Finance IT Consulting and Fiscal Oversight Unit.
- Participate in directorate-level and executive strategic planning to guide policy and program direction.
Required Qualifications
- Proven executive-level leadership experience in IT services, ideally within a state or government environment.
- Demonstrated ability to develop and implement strategic policies and oversee large-scale IT operations.
- Strong understanding of state IT mandates, public administration practices, and regulatory compliance.
- Experience managing multidisciplinary teams and acting as a liaison with diverse governmental partners.
Preferred Qualifications
- Experience in the healthcare industry or healthcare government sectors.
- Proven track record of recruiting and developing cross-functional technology teams.
- Ability to represent an organization in high-stakes discussions with state departments, legislative staff, and healthcare organizations.
