Job Description
Position Overview

Our Power Delivery team is seeking a Data Center Substation Owner's Representative (OR) – also known as an Owner's Engineer or Project Manager – to serve as the Owner’s trusted technical advisor and project coordinator. In this role, you will work closely with the Owner, local utilities, internal engineering disciplines, and EPC contractors to deliver critical utility power infrastructure projects for large-scale data centers.
Key Responsibilities
- Serve as the Owner’s representative, coordinating with local utilities, internal teams, and EPC contractors for power infrastructure projects (e.g., high voltage substations, medium voltage feeders, switchgear) under DBB or EPC models.
- Support the utility interconnect process by reviewing applications, load letters, RFIs, and facilitating meetings between the Owner, EPC Contractor, and utilities.
- Review design deliverables, permitting packages, and construction documents to ensure compliance with local authority requirements and Owner’s conditions.
- Oversee project scope, schedule, and budget management, including supporting EPC Contractor RFP development and bid selection.
- Represent HDR in stakeholder meetings, assist with project risk management, reporting, and other administrative tasks as needed.
Required Qualifications
- Bachelor's degree in a related field.
- At least 7 years of relevant experience with a minimum of 2 years in project management.
- Ability to interact effectively with various design teams along with excellent organizational, project management, and written/verbal communication skills.

Preferred Qualifications
- Bachelor's degree in Electrical, Mechanical, or Civil Engineering.
- Professional Engineer (PE) licensure, PMP and/or DBIA certification highly desired.
- Proficient experience in substation design up to 500kV with prior experience as an Owner's Representative/Owner's Engineer on data centers/substations.
- Strong technical knowledge of substations and the energy industry, including experience with energy utilities and interconnect processes.
- Experience in reviewing EPC contract terms and managing scope change processes, with a proactive and responsive communication style.
- Willingness and ability to travel for in-person meetings and site visits as required.

- Compensation ranges: Northern California: $122,000 - $198,125; Baltimore, Maryland: $116,000 - $166,425; Washington, DC: $133,000 - $190,200; Bellevue, Washington: $133,000 - $190,200.
