EDF’s U.S. Legal & Regulatory team engages in strategic regulatory advocacy and litigation to achieve clean and healthy air, drive clean energy progress, and ensure a stable climate for all. The U.S. Clean Energy program is dedicated to accelerating deployment of clean energy resources, addressing barriers such as inefficient system planning, permitting delays, and biased market structures. In this role, the Senior Attorney, Louisiana Clean Affordable Power will lead legal and regulatory advocacy in Louisiana by representing EDF before agencies including the Louisiana Public Service Commission, the Midcontinent Independent System Operator (MISO), and potentially other venues. This position also supports legislative advocacy and civil litigation efforts, working closely with the State Director, Louisiana and the Director & Lead Counsel, US Clean Energy in Legal & Regulatory.

Key Responsibilities

  • Partner with directors and attorneys across the EDF U.S. Region team to set and advance project goals, objectives, strategies, and tactics for clean energy and utility regulatory advocacy.
  • Lead the development of briefs, motions, litigation filings, and administrative comments in support of advocacy priorities.
  • Conduct research and prepare legal analysis and written materials on legal, legislative, and regulatory issues for internal and external audiences.
  • Assess the legal rigor of policy proposals, ensuring that EDF priority policies are underpinned by robust legal analysis.
  • Participate in initiatives to advance EDF’s Organizational Effectiveness and Culture, promoting connection, inclusion, and empowerment.
  • Collaborate with internal partners to develop and implement effective communication strategies that build public understanding of clean energy infrastructure.
  • Influence decision makers through carefully crafted legal filings, official comments, and stakeholder engagement.
  • Ensure advocacy campaigns comply with the legal policymaking processes in Louisiana.
  • Represent EDF at external venues, including conferences and hearings.
  • Retain and manage outside counsel for legal engagements as needed.
  • Oversee production of policy-relevant analyses and factual testimony from internal experts and external consultants.
  • Build and maintain relationships with strategic partners, including environmental justice and community-based organizations.
  • Work with coalitions to achieve strategic objectives and support fundraising efforts.
  • Coordinate across multidisciplinary teams to ensure alignment with strategic goals.
  • Mentor junior legal employees, fellows, or interns as applicable.

Required Qualifications

  • 5+ years of relevant professional experience, including at least 3 years practicing in areas directly relevant to Louisiana energy regulation (e.g., proceedings before the Louisiana Public Service Commission, New Orleans City Council, MISO, and/or the Southwest Power Pool).
  • Juris Doctorate from an ABA-accredited law school and active state bar membership in good standing.
  • Proficiency with procedural rules and conventions of the Louisiana Public Service Commission and MISO.
  • Familiarity with major energy issues facing Louisiana including electric load growth, electrification, transmission planning, renewable generation, and energy affordability.
  • Experience engaging with community leaders, companies, trade associations, and policymakers to build consensus.
  • Demonstrated expertise in regulatory advocacy, litigation, and policy development at the state or federal level.
  • Excellent oral and written communication skills with the ability to convey complex legal and policy issues to diverse audiences.
  • Strong presentation, interpersonal, negotiation, analytical, research, and problem-solving abilities, with a keen attention to detail.
  • Ability to work both independently and collaboratively across multidisciplinary teams and time zones.
  • Demonstrated self-awareness, cultural competency, and inclusivity with a commitment to EDF’s mission and values.
  • Ability to manage multiple complex projects simultaneously and meet deadlines in a fast-paced environment.
  • Willingness and ability to travel up to 10% of the time.

Preferred Qualifications

  • Experience working on both FERC-regulated and state-regulated matters is preferred.
