Position Overview
The Mayor's Office of Performance and Innovation (OPI) is seeking a mission-driven Senior Data Engineer and Architect to design and develop Baltimore’s next-generation data infrastructure. In this high-impact role, you will co-develop an enterprise-wide data warehouse and build secure, reliable, and scalable data pipelines. Compensation: Salary Range of $86,975.00 - $149,519.00 Annually with a Starting Pay of $86,975.00 Annually.

Key Responsibilities
- Develop comprehensive data models, lakehouse-style tiered layers, and effective orchestration frameworks.
- Design, build, and maintain ETL/ELT pipelines using Python, PostgreSQL, and modern orchestration frameworks while ensuring data quality, monitoring, and transparency.
- Automate data ingestion from multiple sources such as APIs, flat files, and databases into centralized data models for reporting and analysis.
- Collaborate with agency stakeholders, analysts, and data scientists to understand data context and meet enterprise-wide data needs.
- Support ad hoc data curation, visualization, and statistical analysis to translate business questions into technical solutions.
Required Qualifications
- Bachelor's degree in Computer Science, Data Science, Information Systems, or a related field and at least 5 years of professional experience in data engineering or a related technical role; or an equivalent combination of education and experience.
- Proficiency in Python (including libraries such as Pandas, Polars, SQLAlchemy) and strong SQL skills, particularly with PostgreSQL, with an emphasis on handling geospatial data.
- Hands-on experience building and maintaining robust ETL/ELT data pipelines along with data modeling and database design.
- Familiarity with cloud data workflows, APIs, and modern DevOps tools for CI/CD, logging, and monitoring.
- Excellent documentation, communication, and collaboration skills, with the ability to explain complex data structures to non-technical audiences.
- A strong commitment to public service, equity, and using data for the public good.
Preferred Qualifications
- Experience working on civic tech, open data, or public-sector digital products.
- Familiarity with public administration, financial management, and budgeting practices.
