Job Description

Position Overview

Metro is dedicated to shaping a better future for the greater Portland region. The Oregon Zoo is seeking a Capital Projects Design and Construction Manager to lead the design and construction management of zoo capital projects funded by the 2024 General Obligation Bond. In this role, you will oversee projects ranging from public spaces and animal care facilities to aquatic and terrestrial habitats while ensuring quality, budget, and timeline targets are met. Key Responsibilities

  • Supervise and support three Construction Project Manager II, ensuring effective resource management and timely execution of plans.
  • Administer and manage bond capital projects; establish, maintain, and oversee processes for planning, design, implementation, and closeout.
  • Develop and implement policies, procedures, and performance standards for efficient project management.
  • Assist bond team members in establishing consistent project management and control tools.
  • Establish and manage project planning and design processes with consultants, zoo staff, and stakeholders, maintaining scopes, schedules, and budgets.
  • Develop and monitor project budgets, including expenditures for consultant work, in-house work, interpretive graphics, City fees, and other costs.
  • Forecast cash flow for project expenditures, review and recommend expenditure approvals.
  • Develop materials and procure design services ensuring compliance with Metro Code and established policies.
  • Manage procurement and construction contracts; coordinate bid, review, and award processes to meet federal, state, and local requirements.
  • Oversee construction contract changes ensuring adherence to defined scope, schedule, and budget.
  • Communicate project budget, schedule, and scope via reports and meeting minutes.
  • Provide regular updates to zoo staff, directors, stakeholders, project team members, and Metro through Capital Project Management Plans.
  • Ensure project safety by verifying adherence to safety protocols.
  • Coordinate City of Portland environmental, land use, and building permits.
  • Facilitate design and construction meetings with staff, unions, and contractors to drive decisions and move projects forward.

Required Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, Public Administration, or a related field.
  • At least 5 years of experience leading or supervising teams and 2 years of project management in design and construction, or an equivalent combination of education and experience.
  • A current and valid driver’s license with the ability to obtain an Oregon driver’s license at the time of hire.

Preferred Qualifications

  • Previous experience with live animal habitat construction, life support systems, and animal care facilities.
  • Master’s degree in Civil Engineering, Construction Management, Public Administration, or a related field.
  • Seven or more years of experience in design and construction supervision or project management of high-budget and/or high-risk projects.
  • Experience managing in a union environment.
  • Experience working in a government organization.
  • Sustainable building certification.

COMPENSATION

The full-salary range for this position is step 1 $130,960.55 to step 6 $167,142.28 annually. Based on qualifications and internal equity review, appointment will likely be made between step 1 $130,960.55 and equity range step 4 $151,603.70 annually. This position is non-overtime and non-represented (Manager II).
